Israeli Arab leaders must think lynching is a legitimate response, and appear to be threatening "riots" if an investigation is launched.

Ask the Arab Israeli leaders if that's what they want the Israeli security forces to do next time they capture someone trying to murder their people. It is one thing if the perp is in the process of killing, it is entirely something else after he/she's in custody.
If the mob killed the perp while he was killing then good for the mob. Otherwise they're just barbarians.

Do we have any independent (non-Muslim) data on what happened? Do we know with certainty that this guy went nuts and started randomly shooting, as opposed to recognising a known terrorist on the bus?

Not from what I've read, the police already had him on the ground, if the mob attacked him to prevent his further
