Great analogy in this post ... except ... Syphilis was getting damn near under control in Europe and the US before antibiotics by the rigorous protocol of contact tracing. Since the AIDS Epidemic, the only disease with a political wing) contact tracing has fallen by the wayside.
Contact tracing has to be revived for Terrorism. It is a disease and everyone in the terrorists' community is infected. Every phone call, every relative in the huge tribal-extended-incestuous Muslim family structure, every purchase, every transaction; every cent they spend, every visit to a mosque, or political conference, their credit cards, etc. has to be very carefully scrutinized.
Western nutrition, education, and welfare subsidy cannot be allowed to lead to the Fall of the West, which is what these mentally diseased followers of Muhammed want. We must enforce laws on the books in regard to cousin marriage, polygamy, incitement, and of course, immigration.

The dispersion of this subgroup into the general population may very well be a deterrent
How do you do that?
