I'm not going to go as far as to say that the Civil Rights Act of 1964 should not have been crafted -- black America needed that. Otherwise, the remainder of the 60s and 70s would have been far more bloody than they were.
However, they (Liberals) did not count on the truth and reality of logical thought.
We, as a people, are beginning to rise from the intellectual shackles that have been placed upon us by the patriarcal liberals who have styled themselves as our protectors. We are soundly smacked by the black elite who do not see the logic of stepping beyond the ties that continue to bind many minds.
But times are changing...

Here ya go, Rick, if you actually give a rat's tail about solving this country's problems -- which you don't -- rather acquiring power through fear and division
70% of black births are single parent - says it all. Generation to generation of expectant welfare - free food - free house - free education - free sex - all of it budgeted to comply with the monthly government stipend.
Whew! That was a long read, but worth it. We were right and the liberals were wrong, and the proof has always been right there in front of everybody's face. And it still is.

When a ship has become so full of water that it is 70% sunk, what are the chances of righting it again?
Things in the black inner cities aren't going to be changing any time soon. What can the white folks on the outside offer? Yet _another_ social program? Another social agency?
There really isn't much that can be done for the "black family/illegitimacy problem", other than ensure that its plague be kept isolated to specific areas. In that sense, the inner city ghettos serve a de-facto purpose, by keeping the black underclass concentrated, confined, and separated from the rest of society (including blacks who try to live in the "normal" culture of marriage, work, and family). Those blacks who have sense enough to escape or resist the pervasive underculture that surrounds them will succeed in doing so regardless of "outside attempts" to help them. The rest will sink into the ghetto life no matter what efforts we propose to save them, all the while drowned in the brutish noise of rap (one could never call it "music").

Wishful thinking. With illegitimacy rates at 70-80%, the vast majority of children being born in these places will likely never know a "real family". Nor will the politically-correct schools attempt to educate them as to what a "traditional family" _is_.
Society can't hope for good lumber from bad timber. So long as 70% of the seed is bad from the start, the timber will remain tainted. A difficult truth - but a truth nonetheless.

Liberal welfare policies caused the single parent problem. From 1890 up until the '60's, black marriage rates were about the same as whites.
When liberals substituted a welfare check for a father, the problems started. And yes, it affected poor whites too, but not in the same devastation percentages.
The problems of the black community can be laid at the feet of modern liberals.
