WASHINGTON -- An agreement was reached Thursday to extend daylight-saving time in an effort to conserve energy, but not to the extent the House approved in April.
House and Senate negotiators on an energy bill agreed to begin daylight-saving time three weeks earlier, on the second Sunday in March, and extend it by one week to the first Sunday in November. The House bill would have added a month in the spring and another in the fall.
According to some senators, farmers complained that a two-month extension could adversely affect livestock, and airline officials said it would have complicated scheduling of international flights.
"We ought to take a hard look at this before we jump into it," said Sen. Larry Craig, R-Idaho, who questioned how much oil savings the extension would produce.

aren't the current dates programmed into every VCR and computers that self adjust the time?
reminds me of that line from O Brother Where Art Thou: "Oh, George, not the livestock!"
Morons ...
For my money, here in Missouri we would welcome extra daylight in the evening year round.
An earlier report mentioned something that had not ocurred to me before. That the real complication with changing daylight savings is co-ordinating it with Canada.
Yes.
Hey, I've got an idea! Why not just make it illegal for the sun to set? That should save a whole lot of energy, especially when coupled with the new extended DST.
Of course it's true... check with hoaxbusters or ask anyone at DU!
Everyday I thank God that I live in a state that doesn't fool with this moronic idea. Yeah, the Navajos observe daylight savings time but they only do it to antagonize the white man.
Here's an idea: ABOLISH IT!!!!!!!!!!!!!
Useless in today's world.
And there's certainly no problem in adjusting railroad schedules anymore.
Winter - Ahead, Fall - Back, just doesn't cut it.
I like it for the spring. It is tough getting our Little League practices in, after I get home from work, and before it gets dark, here on the 43rd parallel. Not a problem after the time switches tho.
We should move daylight savings ahead by 12 hours. That would REALLY save a lot of energy.
Yippie, it's 1973 again, where did I put that DeFranco Family record? B-) I remember then Congress did the same thing and a lot of parents complained about sending the kids to school in the dark. I was in 1st grade then and we had to use flashlights to go to the bus stop. It was fun playing "German Spotlight" and "Star Trek phaser" though. B-)
>>>a two-month extension could adversely affect livestock<<<
I must be dense, I still can't figure out how the Livestock will ever know.
As it is I have half of my time pieces an hour off at any given time of the year, I've never been much of a Clock Watcher
Not where I live, friend. Without DST, the sky would begin brightening at 3:30am and we'd have full daylight by 4:15am from about early May through late July. Sorry, but I get little enough sleep as it is. In December and January, the sun wouldn't rise until after 8:00am, resulting (as it did last time this was tried) in more rush-hour auto accidents. Thanks, but no thanks.
Idiots.
It won't save energy, any more than you can cool your kitchen by leaving the fridge door open (think about it).
