Girl brought up by wild dogs

A girl brought up by a pack of wild dogs has been discovered in Russia. The news agency Regnum reports 14-year-old Ramzia Tukmatullina is the daughter of an alcoholic and has been living with the dogs since she was much younger. Neighbors nicknamed her Naida, a popular Russian dog's name. A local police officer in Kazan reported the case to authorities, leading to an invitation to the girl to appear on a Moscow talk show. The news agency said there have been a number of similar cases in recent years, usually involving the children of alcoholics. In one case, a girl in the Ukraine was discovered living in a dog house with the family dog.

Could've been worse. She could have been brought up by Palestinian parents on the West Bank.

Then instead of a collar she would have a belt and instead of being a dog she would have been dog food.

Here's the version I like.

A guy takes his dog to see a talent agent to try to get signed. He tells him that he has a talking dog. The agent tells him to get out, but after pleading, he agrees to give him 30 seconds.

The guy asks his dog to say the place where you don't want to hit your golf ball. "Ruff," the dog responds. The agent gets up to throw him out, but the guy pleads again for a few more seconds.

He asks the dog what keeps the rain from coming into the living room. "Roof," the dog responds. The agent grabs him by the collar and dranks him toward the door, but the guy pleads for one more chance.

He asks the dog the name of the greatest baseball player ever. "Ruth," says the dog. That was it. The agent threw them out the door.

As they were dejectedly walking away, the dog says, "Maybe I should have said DiMaggio."

I saw a show on TV about this a while back, it was quite interesting. The kid's parents had abandoned him so he lived by himself in an apartment building or something, and slept at night with the stray dogs.

Yeah, I saw that, too. Horrible.

A bright future awaits little Nikolai - the Moscow dump
   
       Before the approach of 'Russia Day', homeless people in the city of Vladimir are sounding the alarm. They hide from the police and expect a mass deportation from the city. A new city initiative has destroyed the way of life for this undercounted category of citizens. On April 28th, on the threshold of the approaching holidays a month and a half ago, the Vladimir city police force were instructed to begin a city-wide clean up. Specially prepared transportation was used to gather up all the homeless that they could catch on the streets, and on that day they were driven out to the trash dump in Razlukino (Sudogodsky region of the Vladimir district).

       There are an indecent number of children at the dump. Tanka, Vadka, Svetka... Those who are a bit older investigate the rubbish, looking for whatever they can bring to the recycling center. But second-grader Kolka digs through the trash thoughtlessly. He looks for interesting crockery, pictures, and bottles in interesting shapes. Sometimes after a truck has unloaded one of the adults yells to Kolka:
       "Kolyunya, catch a banana!"
       Or:
       "Kolka, come look, a baby carriage!"
       Kolka obediently goes over to the adults, takes the gift and silently goes back to his barrel. He is usually silent. He listens, looks you in the eyes, and remains silent. His grandmother Lena sits on an overturned bucket and drinks vodka from a small mug with a broken handle. His mother struggles at various jobs so that Kolka can go to school in September. Kolka's sister Svetka is in the hospital after receiving a blood-transfusion due to a very unpleasant disease. There is no money for medicine.
       Grampa Sergey, a friend of Kolka's grandmother, runs his hand through his hair and nods pleasantly:
       "It's no big deal, Kolka will grow up, and we'll get him such a hook! He'll be the aluminum champion among us."
       A hook - this is so that they can drag out the needed rubbish and add it to the bag. Granny Lena, it is true, sees different prospects for Kolka. She says that it would be nice to set him up in Moscow. There the dump is bit richer.
       "Kolka, who do you want to be when you grow up?"
       "No one."
       Neither Vitaliy, nor Mishka, nor Kolka's grandmother ever try to leave the dump. They know that a Razov will always find them, and make them go back to the dump.
       There is a homeless shelter in Vladimir. The city authorities set it up as a sobering up shelter. At the same time, they scrimped a little money on protection.
       In this establishment there are but 20 cots. How many are needed, no one knows.
       "When it was necessary to open a half-way house for bums in the city, not even the police knew how many there were. Yet, it is the police who have to catch them," complains Vera Guskova, assistant city chief for social problems.
       Guskova has a theory that only one out of ten homeless people can be helped. The rest are alcoholics and habitual pan-handlers.
       As to how Guskova relates to what happened in April:
       "One doesn't need to protect the homeless from the police. They are doing their job, protecting public order. If someone thinks that the police operate incorrectly, they should contact the attorney general."
       Do you think so?
       "I think that they shouldn't have taken them out to the dump."
       Will you contact the attorney general?
       "No, I won't. It is not part of my official duties. I have clearly prescribed functions: I am to provide social protection for persons without a specific place of residence. I do not occupy myself with protecting human rights."

I searched and can't find this story at Snopes.com ... but come on, doesn't it just reek of Snopes? I mean, what does it really *mean* that the girl was "brought up" by the dogs. What, did they steal food and bring it to her? Or just sleep with her to keep her warm? This is just too urban legend for me.

I had cats as a child who were raised by my wonderful, maternal dog. They still acted like cats.

The real story here is the scourge of alcoholism, worldwide, not just on the former Soviet Union. I have a former in-law who is an alcoholic. She abandoned one child at two, then gave birth to an FAS baby a few years ago. She couldn't take the guilt, so she drank more. She's still pounding down a case a day and praise the Lord, the police took her license away. People tell me it's a disease and they can't help it. I can't help having immense dislike for them, for the harm they cause others. Not many know this, but 1 in 100 children in North America are affected mentally throughout life by ingestion of large amounts of alcohol while in the womb. 1 in 100,000 has full blown FAS. Those children don't have a chance from the get go. FAS is a major cause of Attention Deficit disorder and behavioral problems in children. I used to wonder why we seem to have more problems with kids requiring meds, and thought it was all to placate "active" children. Now I am seeing it is partially because mothers are pounding down beers and getting their little babies drunk in the womb. Might has well just give them Guiness in the bottle.

People feel very sorry for alcoholics, but I feel for their families, their children and those killed or maimed by them on the roads. Those who overcome alcoholism are proof that it is within the control of the individual to stop the destructive behavior.

Those kids raised by dogs instead of alcoholic mothers are lucky.
