In a rare penalty for a sex crime, a Covington child rapist agreed Tuesday to undergo surgical castration and serve 25 years in jail rather than face a possible life sentence. Keith Raymond Fremin, 52, pleaded guilty to two counts of forcible rape and two counts of molestation just before his trial on more severe charges was set to begin. The rape charges and one molestation charge involved an 11-year-old girl who lived near him in the Mandeville subdivision New Golden Shores in 1999, and the second molestation charge involved her 13-year-old sister.

Fremin was originally indicted on four counts of aggravated rape. Although state law allows prosecutors to seek the death penalty in cases where a victim is under 13, the St. Tammany Parish district attorney's office intended to pursue a life sentence.

Fremin, whose most recent address is 70413 Delta Ave., Covington, volunteered to undergo castration, a move criminal justice experts called extremely rare. After spelling out the terms of the plea bargain, state District Judge Donald Fendlason said he would revoke the lesser sentence if he doesn't receive notice of the surgical procedure by Aug. 18.

The now 17- and 19-year-old victims, who have since moved to the Netherlands, were in court Tuesday and agreed to the guilty plea.

Whatever it takes, so long as that at the end of the procedure, we've established that there is no more brain function.

These animals are not capable of rehabilitation. They cannot be cured, they cannot be made safe. Castrating one, whether physically or chemically, would be akin to wiping the foam from the mouth of a rabid dog. It won't change the behavior.

However, cessation of brain function ensures a zero percent rate of recidivism.
