The Bush administration appears ready to help guide the UN through an era of reform, even as the President and members of his party voice displeasure and at times disgust with the international organisation.
The President will not attend Sundays celebration of the 60th anniversary of the signing of the UN charter in San Francisco.
The White House rejected requests for the President or a high-ranking surrogate and is scheduled to send Sichan Siv, the US representative to the UN Economic and Social Council.
President Bushs absence from an international celebration in a city where 85 per cent of voters cast ballots against him will surprise neither students of foreign policy nor domestic politics.
Yet it raises some doubt about Washingtons commitment to the UN, as the 191-member international body celebrates its diamond anniversary.
In the past week alone, the House voted to halve the US contribution to the UN, unless significant reforms are made, and the Senate refused to confirm Bushs choice as US ambassador to the UN, leaving the post vacant for the fifth consecutive month.
Good for Bush. What's to celebrate?

Don't you think this should tell them what President Bush thinks about the UN?
Besides, the POTUS has more pressing matters like keeping track over how the SASO is going in Iraq, that would never have been needed if the UN did it job.

We should defund the UN until the rapes stop and the perps are brought to justice. Can you imagine the international hysteria if American troops had committed hundreds of rape on host nationals?
The celebration is taking place in San Francisco where the conference that created the UN took place in 1945. The eighty-five percent number refers to SF voters. SF is also Nancy Pelosi's (Nutcase, CA) home district.
If the UN wanted to reform than they would have made overtures to do so already, but they don't want to reform because they think that there is nothing wrong with the way they operate now. All is hunky-dorey in Turtle Bay with love and peace and flowers and incense and ..... well, might as well not get into the rest of it ........
Man, wouldn't that lovely building on the East River be far more productive as a headquarters for some mega corporation than the useless collection of rogues, criminals, and slimeballs that occupy it currently ?
