In a heartening advance with national reverberations, the Republican-led New York State Senate approved a bill on Wednesday that will permit local pharmacists to dispense emergency contraception to women who do not have a prescription. The surprising 34-to-27 vote, which followed easy approval by the Democratic-led Assembly, catapults the issue to a noncommittal Gov. George Pataki. Mr. Pataki has no principled course but to sign it. Skip to next paragraph Readers Forum: Today's Editorials
The measure is a necessary response to the ideological gridlock at the Food and Drug Administration. The F.D.A. is still stalling over granting all American women over-the-counter access to the morning-after contraceptive known as Plan B, a step overwhelmingly supported by the agency's advisory panels in 2003 and by the existing scientific evidence. Under the bill, participating New York pharmacists and registered nurses would be able to obtain blanket prescriptions from doctors that name no individual patient and dispense the pills to women and girls of any age.
This was no small victory. The pills have been shown effective at preventing pregnancy if taken within 72 hours, and the time and expense of a medical visit, as well as the small number of private physicians who see patients on weekends, are major obstacles to their use.
Joseph Bruno, the Senate majority leader, deserves ample credit for breaking with his party to support the measure. So does Senator Nicholas Spano, a Westchester Republican who showed the virtue of competitive elections by actively championing the measure after winning re-election last November by just 18 votes...

A victory for women, eh? Give it a couple of years for the health effects to become obvious and we'll see how much of a "victory" it is then...
How is a loss for humanity a victory for women?
Why bother with prescriptions for anything? Is there any other "prescription" drug for which doctors can write a blanket prescription that names no individual patient?
And school nurses might as well just pop these pills into kids' lunches daily. /s
Any loss of humanity is a positive for feminists. Is it any wonder that Satan seduced Eve *first* and used her against Adam in the Garden of Eden? Unchecked, the NOW-NARAL cabal shepherded misandry washing over Western Culture will be its undoing and lead to ruin of the United States!
Allowed? What if a pharmacist refuses to dispense them?
Excuse me, if the feds can overrule California's medical marijuana law, couldn't they also over rule this law?
They'll probably be sued or otherwise forced out of their career. It's happening over this exact issue.
W victory for the Abortion at all costs crowd!
Anyone know what happens if these pills are taken beyond 72 hours?
Typically, the more effective the drug, the worse the side-effects.
Secondly, a drug that can displace growing tissue by poisoning the growth sites will not just limit its effectiveness to the womb.
Great, I'm looking for non-prescription antibiotics, painkillers, and cholesterol medication next ... what, we cant get that? Only stopping a pregnancy is an 'emergency' worthy of this workaround?
What about when a baby has an ear infection? Is that less of an emergency?
harrumph!
I have a hard time getting my arms around that concept. (is that a pun?) I picture a woman with a cell phone and a pharmacy delivering condums to the back seat of a car in a remote location.
Jiminy Crickets!! What next?? Are the going to be shaped like cartoon characters for the children??? (Pssssttt...murdering feminist....not all the aborted kids are male......)
Why is it that every victory for some marriage-avoiding horny guy is called a "victory for women"?
HA....more like a Victory for MEN.
I've often wondered why the sexual revolution was regarded as an advance for feminine equality.
What I see is that men now get what they want from a "relationship" until they are tired of it or the woman starts talking about marriage, then they leave with no social penalty. When I was young, a man who acted that way would be condemned by all. Now it's perfectly ok..." relationship work out or they don't..."
Until actual marriage, of course; then the balance of power swings the other way. Weird. Glad I'm out it. Couldn't pay me to be young again.
Bingo-you are right. And now that frivolous class action lawsuits have been addressed, what's a girl gonna do.... Dems devised Plan B for women. Enough said.
