You seem to miss the point. What she's doing is very clever.
Ithought we went through Prohibition 1919-1932...which gave us the cherubic countenance of Carrie Nation, the rise of the Mafia, and a whole host of lovely consequences of an idiot law that doesn't work. It's strange that the loudest screaming for these prohibitions is coming from the left (all in the name of keeping America healthy of course), who would never refuse us an abortion even if it were hazardous to our health. Should I start dusting off grandpa's old still?

Please do some exercises to develop your sense of irony. She's making a point, not seriously proposing policy. She is a long-time opponent of the smoking ban, and anything else that smacks of nanny government. Plus, her idea has real merit: after all, people don't smoke cigarettes to excess, then get in their cars and kill other people while under the influencee of nicotine.
Why? Alcohol is a scourge on our society. I don't know why she is proposing it as a joke, and I don't know why you are calling her a twit.
She is trying to say that the smoking ban is over the top, and if a legal commodity like smoking can get banned, then let's go after everything else and everybody else!
