You Saw Them Here First (Copies of Kerry's 180)
Powerline ^ | June 20, 2005

Via the Freedom of Information Act, a reader obtained copies of the Form 180s that were recently signed by John Kerry to permit, at long last, the release of his military records. I believe there may be a story about this in the New York Sun tomorrow, and no doubt more commentary will be forthcoming over the next few days. Here are the three documents that Kerry signed; on their face, I don't see anything wrong with them, but then, I'm no expert in military personnel records. We look forward to our readers' comments.

The checks are missing on Section 3 for the AP and LA Times copies. I believe Kerry made it seem like everyone would get a copy but by a technicality made sure Kranish got the exclusive view.

The check is also missing as to whether he was retired from service or not (In Section 1).

However, it appears that he did request that the *undeleted* report of separation, which would contain any smoking guns, was requested for "all years". That would imply there might have more than one such report.

The form says:

"1. REPORT OF SEPARATION(DD Form 214 or equivalent). This contains information normally needed to verify military service. A copy may be sent to the veteran, the deceased veteran's next of kin, or other persons or organizations if authorized in Section III, below. NOTE: If more than one period of service was performed, even in the same branch, there may be more than one Report of Separation. Be sure to show EACH year that a Report of Separation was issued, for which you need a copy. An UNDELETED Report of Separation is requested for the year(s) This normally will be a copy of the full separation document including such sensitive items as the character of separation, authority for separation, reason for separation, reenlistment eligibility code, separation (SPD/SPN) code, and dates of time lost. An undeleted version is ordinarily required to determine eligibility for benefits.

He only filled out these forms this month? Isn't he on record saying this was already filled out about a month or two ago?

As I read these forms, the only separation that would be reported would be his separation from active duty to the reserves at the end of his active service. His reserve records weren't requested. The term "all years" only applies to the records (active duty) that were requested.

Who puts USA on "birth place"? Section 1 blank 4. What is the secret to Birth Place?

It's personal information, and thus probably not releaseable, even though it should be in the public domain. Why they would hide the date, city and state, but not that it's in the US, I haven't a clue... Unless it conflicts with what is on his Senate website which says "December 11, 1943 at Fitzsimons Army Hospital in Aurora, Colorado.".

Not on this form:

It says June. I do see the form you are referring to though.

So they weren't all done at the same time? Why the white out then?

He was discharged from the Navy Reserves - those records weren't requested.

That's not completely clear. He didn't list his reserve service, but he did request the Report of Separation for "all years". The first is just for ID purposes, maybe. The second section is where the "what records" information is to be found, so perhaps he did release his report (or more likely reports, as why say "all years" if there is only one separation report?)

Rabble asked: "Kerry's service number is only 6 digits on the form. This seems odd to me. My service number is 8 Digits. "

It may be that commissioned officers have a different numbering system than enlisted personnel. Since there would be far fewer officers, it makes sense that there would be fewer digits.

Didn't he say on Imus or something months ago that he did sign this, he received stacks of papers he had to go through?
