The professor has it backwards. The whole of Mexico is a failed state on the verge of collapse. NAFTA was intended to absorb both Mexico and Canada completely into the economic sphere of the United States and NAFTA is doing just that. The only question is whether the United States will be able to absorb millions of illiterate peasants and a corrupt elite without undermining its own institutions and society.
