Mubarak is about as useful as a third testicle.

The billions spent on Egypt are supposedly to assisting in modernizing the nation. How does one modernize the portion of Egyptian citizens which feel the most comfortable living in a 7th century Islamic mindset?
We could pour billions in every day and that particular element would simply utilize our taxpayer funds to further the goals of world-wide jihad.
