Talk to anyone and they will tell you that our national borders are out of control. We are either unwilling or unable to enforce immigration laws. The result is billions of dollars in free government services paid to those who break our laws, a flagrant abuse of those laws, and a system that exploits those who try to enter this country illegally.
My first observation about the problem is that I understand the motivation of those who want to come to this country. If I lived in abject poverty in a third world country, I would do whatever it takes, go wherever I had to, and suffer whatever indignity I had to in order to make life better for my family. The biggest sin of the way this country deals with illegal immigration today is that it is a system of exploitation. Many times good people, looking for a better life, are transported across the border by illegal traffickers, under inhumane conditions, in order to be exploited by people on our side of the border. Most illegals suffer enormous indignities, to live a life of constant fear, and work in a substandard environment, and the government turns a blind eye to the exploiters on both sides of the border. In fact, the government, in some cases, actually profits from the payment of taxes into the social security system without any obligation to cover the illegal worker paying the tax. And there are plenty of bureaucrats who benefit by the increased personnel and budgets that come from servicing the illegal alien population. It's a sure thing that their JOBS will not be outsourced to a foreign country -- the Foreign Country is coming here!!
Wonder what all the illegals have to do with this ... working for substandard wages? BTW I doubt that the illegals' SS, WFT and the Employer's portion of SS are turned over to the Government in most cases, unless it is under the employer's SSN to get tax credits.
So why not enforce federal law? Why not set up a state agency that could enforce these laws throughout the state with trained police personnel in a comprehensive and uniform manner throughout the state? At the border. In the jails. At the street corners where everyone sees them standing every day soliciting under-the-table labor for the day. It is too easy. Why didnt anyone think of it before?
Will it cost too much? It will cost about $200-300 million dollars, but it could save us $5 billion. That is worth the cost. Will it protect us? The public safety danger of not controlling our borders is obvious. The cost of doing nothing is too high. To do this, I have introduced ACA 20, which would establish the California Border Police agency. There is a simultaneous effort to place this idea on the ballot via the initiative process, which you can learn about at www.calborderpolice.com.
NOW we're told nothing stops states from enforcing federal immigration law after being told for years that their hands are tied? If this fellow is right his suggestions should be implimented immediately. It IS still our country, isn't it?

The state politicians have been using that as an excuse not to do anything.
States have been authorized to enforce federal immigration laws since 1996 as long as their police are trained. Someone in California should have thought of this idea years ago.
I suppose if the state can pick and choose what they'll enforce, I can *choose* to pay taxes or not. I mean, if federal law is voluntary, I hereby volunteer NOT to pay taxes.
Now I see why the CLEAR Act specifically permitting the enforcement of Immigration enforcement by local and state LEOs is absolutely necesary.
It eliminates any remaining convenient excuse for not enforcing our laws and deporting the illegals.
What's good about the CLEAR Act is it provides funding for those police agencies that choose to assist ICE. We definitely need to get that legislation passed.

Amen. Very little is as disgusting as an unfunded mandate. I support withholding funds from municipalities that call themselves "sanctuary cities" and believe we'd see appropriate actions if highway funding was denied states determined to give illegals state licenses.
Why IS Ted Kennedy a Senator when he should be in a Federal prison? What else does he have to do to prove that he's against every principle this nation was built upon?
One of the main reasons that the Federal Government is ineffective at enforcing immigration law is because of California. Vehicle pursuits conducted by the Border Patrol to apprehend smugglers were effectively eliminated because of an incident that occurred in California. Ca is the bastion of anti-law enforcement political correctness. The idea of having a Ca Border Patrol seems like just another episode of pissing in the wind on the immigration channel.
I tend to agree with your assessment of the situation. We already have the laws in place to manage (if not stop) illegal immigration, they're just not enforced.

Trained by who, the Feds? Is there a training program in place and is it funded? What incentive is there for them to do this when for all intents and purposes they don't seem to want illegal immigration stopped?
I may be too cynical these days, but after almost 40 years of watching this travesty, I don't believe a damn thing will happen, except amnesty (with whatever name it's given).

1. Tested Imported Single Malts for purity and proof. dirty work indeed, but he does it for us.
2.Tested several imported herbal medications for efficacy, strength, and purity. Ted is very concerned with Health Care. He and his nephews, who have profited by his selfless example, continually test imported medications, at great risk to themselves, for us.
3. Sent out his scouts to seek damsels in distress and to drive home damsels whom he had counseled last night, if Victoria isn't home.
4.Counseled his brother-in-law on Campaign Finance
5.Counseled his nephew, Dr. Steven Smith, on interpersonal relationships.
6.Managed contributions to worthy causes (I.R.A., Winny Mandela, etc)
7. Was dressed by his devoted staff, and showed himself to the peasants (who love him as they should) on his way to a breakfast at which he will address adoring multitudes on the evils of George W. Bush.
8. The above breakfast is a fund-raiser to establish better lifeguarding services on Masachusetts bridges. It seems a young friend of the Senator had lost her life in a tragic accident directly caused by a dastardly Republican fund-cut in just such a program.
Yes, Tacitus, it is a hard life. Frankly, your negativity is not helping the Senator accomplish all he does for us little people. So get with the program: consider moving to Massachusetts, where you will be expected to vote early and often for Ted.
What I heard on the talk radio 640, (don't remember the host) is that we can hold detain, illegal aliens, but the state has no power to deport these same people.
Unfortunately the bill would do nothing but put them in jail and over crowd our already overcrowded jails. Provision for more jails would again cost taxpayers dearly. We pay pay pay and no results.
How many contractors would you hire to do work on your home and have them sit and do nothing? That is what we have with the federal government when it comes to border patrol and protection. They are there and refuse to work by orders from the congress and white house.
Protect our borders and coastlines from all foreign invaders!

Wish I knew, Kennedy has to be the worst Senator this country has ever elected.
The feds train them for several weeks, supposedly they just added $40 million to the fund for those states that want to participate. Florida and Alabama police have been enforcing immigration law for over a year. They've found hundreds of illegals so far and got them deported.
That's good to hear. Maybe there is still some hope after all.
