Trent Lott is behind this "deal". Apparently, Trent Lott thinks Janice Rogers Brown is an "extremist".

You know, the point of all this is ridiculous. If the democrats can convince 6 republicans to vote down the nuclear option, why can't they just convince these same 6 to vote against the nominees?? Answer, because senators never want to vote on anything and put their names on the line. And they never want to force anybody else to vote either. They do things by unanimous (anonymous) consent and by voice vote so that no rolls are called. Any one senator with some guts can deny unanimous consent and force a vote on anything. We're sick of the deals and the "comity" and the chicanery.

If Lott is really doing this, he is doing so at the direction of the President. Look at the timing, I'll bet George thought the media would be distracted with happy pictures from Europe and never report this until it was sealed.
