The only reason FDR uttered such a thing was that nobody had yet explained to him how those spirits, broken by and dependent on the government, would one day provide his party with a most loyal base.

There is a problem with how Americans learn or are trained to think. You see it doesn't really matter who said it, or even what they said. What's actually important, is what they did. Roosevelt and the Democrats turned the United States into a socialistic enclave. And with the complacency of Republicans, it has remained a socialistic state whose days are now numbered by the Federal Reserve's rate of monetizing liabilities and the Treasury's ability to create new liabilities. My best estimate is that the rope will run out before 2016, for the most part long after current office holders no longer care.

I don't mean to defend anyone here but lets be a tad more honest about what was being said in this speech.

Other aspects of his speech you leave out: He was speaking of the type of relief given on the street. Handouts of money or food. This has nothing to do with social security since everyone who recieves it had worked to earn the right to that money. He was speaking of paupers and beggars and how these handouts provide no incentive to work.

This speech has a history of being used and abused by both the left and the right. Why continue that sorry tradition?

OF COURSE the welfare state is destructive - - only the most pathetic of simpletons fails to understand this. But the welfare state ("the dole") has nothing to do with "alleviating poverty" - - everybody knows what a sick joke that concept is. Today's welfare state is nothing more than the vote-buying engine of the Democrat Party.

The Democrat Party is like the heroin dealer, pushing "free stuff" on those it wishes to enslave. Naturally, those who become enslaved need to keep returning to their pusher in order to keep getting their dope. To the Democrats, it's all about their selfish lust for political office and all the perks that come with it. They couldn't care less who gets destroyed in the process.
