California: "One bill" Gil Cedillo sponsors bill to make unlicensed driver car impounds impossible

Just heard on the John and Ken show that state Sen. Gil Cedillo (D, Guadalajara) is pushing through Senate Bill 591, a measure that would effectively make it impossible for police to impound the vehicles of unlicensed drivers. Known as "one bill" for his habit of, in every legislative session, introducing a bill to grant driver's licenses to illegals, Cedillo is pushing this stealth measure through the legislature. Under current law, unlicensed drivers have their cars impounded for 30 days, which can be very costly with the towing and storage fees. Cedillo's bill would end that practice. What this means is that an illegal immigrant, or any other unlicensed driver, could be cited and could then hop back into his car and drive off, eliminating a key penalty for unlicensed driving.

I have a feeling Cedillo would be an ineffective loser even if he were a lawmaker in Guadalajara.

There is no Guadalajara in California. Someone needs to tell Cedillo that as he spends more time representing Mexican nationals than he does the citizens of California.

Guadalajara is in Mexico. This was a joke reflecting Cedillo's "throw open the borders" attitudes.

So, if Cedillo's bill were to pass, what would be the point of having a CA driver license at all?

The risk of a heavy penalty (having a car impounded 30 days) discourages people from allowing their cars to be driven by unlicensed drivers. It also reinforces the importance of traffic safety laws to people who have had their licenses revoked.

It's already pretty easy to get a license. Foreigners who entered legally can get them, no apparent need for residency or long-term visas. Clearly, this bill is for the sole benefit of illegal aliens.

These hit and run drivers are already unpunished as it is.

My moms car was totaled by one of these illegals....she had to buy a new car, as the insurance companies wont cover it unless you get a plate, etc

On the KRLA news at the bottom of the hour (3 minutes ago) it was reported that the bill would only affect illegals, not all unlicensed drivers.

that is not correct. This bill requires law enforcement officers to offer to drive people home that have had their car impounded, effectively turning our underappreciated law enforcement into taxi drivers for the irresponsible.
