The Threat Matrix

The title refers to a daily report given to the president of the United States detailing the most serious terrorist threats against the country. To tackle those threats, the government has formed a top-notch task force to infiltrate the terror cells and cut off the danger.

"Every morning, the president receives a list of the top ten terrorist threats - this list is known as the threat matrix."

We here at FR are trying to be in conjunction with the daily reports around the world that involve threats. We try to provide a storehouse of information that takes hours of research.

We now know more about an alleged attack that triggered an increased national threat level last summer.

That's when U.S. officials said they had uncovered a plot targeting financial institutions. The plot involved bombs, banks and British nationals.

The detail was startling, the targets enormous. They included financial buildings in Washington, New York and New Jersey.

Ahmed Hassan Al-Uqaily, an Iraqi native who allegedly bought illegal weapons and threatened to "blow something up," pleaded guilty in federal court here Tuesday to both counts of an indictment charging him with illegal possession of weapons.
His recommended sentence under the plea agreement submitted to Chief U.S. District Judge Robert L. Echols is 57 months - less than five years - although the mandatory sentence for his felony charges could have been up to 10 years in prison and a fine of up to $250,000.

The first count charged Al-Uqaily with illegal possession of machine guns and the second count charged him with possession of unregistered firearms; namely the machine guns and a destructive device which were components to make a hand grenade.

He also evidenced the desire to obtain some missile-type weapons including a missile he indicated would be sufficient to take out a tank, according to U.S. Attorney Jim Vines.

The 34-year-old Al-Uqaily allegedly spoke to a friend last August of "going jihad" and expressed animosity towards the Jewish community..."

May 31, 2005 -- A Bronx man who wanted to set up an al Qaeda training camp in the United States bragged that he could smile at someone one minute and slit the person's throat the next, court papers reveal. Tarik Ibn Osman Shah, 42, made the chilling boast in a meeting with an undercover FBI agent April 1, 2004, near Orlando, Fla., according to a criminal complaint unsealed yesterday.
Shah saw a girl nearby looking at him and he smiled back.

The Bronx man, the son of a Malcolm X lieutenant, then turned to the agent and said, "I could be joking and smiling and then cutting their throats in the next second," the complaint said.

Shah, a professional jazz bassist, brought along his instrument "so as not to bring attention to himself." Being a musician was a great cover, he said.

A bassist named Tarik Shah played on a tribute to Billy Holiday recorded by jazz singer Abbey Lincoln, but it could not be confirmed if he is the same person. Shah and a friend, Dr. Rafiq Sabir, 50, a former Harlem doctor who now lives in Boca Raton, Fla., were arrested Saturday and charged with plotting to train and provide medical aid to al Qaeda members.

They face up to 15 years behind bars if convicted."

Think spying on the U.S. went the way of the Cold War? Far from it. Today, more spies—not just traditional adversaries but also allies, hackers, and terrorists—are trying to steal more of our secrets from more places than ever before.

What do they want? Our country's juiciest classified information, of course—from military plans to national security vulnerabilities to our own intelligence activities. But increasingly, they also want our country's trade secrets—innovations that give us a leg up in the global marketplace—and seemingly harmless technologies that could be used to develop or improve weapons.

It's the FBI's job to protect the nation from these threats...and we have a plan of action. It's called the National Strategy for Counterintelligence, and it gives us a centrally directed, proactive approach that focuses our field agents and puts our resources where we need them most. For security reasons, as you can imagine, we can't post the plan here on this website for you to read, but here's what we can tell you.

First, our strategy has five priority objectives:

1) Keep weapons of mass destruction and other embargoed technologies from falling into the wrong hands—whether terrorists or unstable countries around the globe. We've got new units focused specifically on the issue, and we're working closely with U.S. intelligence agencies.
2) Protect the secrets of the U.S. intelligence community. To that end we've created Regional Counterintelligence Working Groups from the spectrum of intelligence agencies to identify policy issues and coordinate operations.
3) Protect the secrets of the U.S. government and contractors—especially in research and development areas. Along with the regional groups, we have at least one Counterintelligence Working Group in each of our 56 field offices to discuss specific cases and joint operations.
4) Protect our nation's critical national assets—things like our weapons systems, advanced technologies, and energy and banking systems. Our role is to identify the source and significance of the threats and work with the "owners" to reduce any vulnerabilities. We've created a number of new partnerships to help make it happen.
5) Focus on countries that pose the greatest threat to the U.S. Especially those that want information to further terrorism, economic espionage, proliferation, threats to our infrastructure, and foreign intelligence operations.

Second, we've created a five-point operational plan to meet the priority objectives: asking each of our 56 field offices to "know their domains" (the key targets in their territories); developing strategic partnerships; conducting sophisticated, nationwide operations against foreign intelligence services; having a deep and evolving understanding of the threats; and keeping policymakers informed on the issues to guide decision-making.

In the coming weeks, we'll talk more about some of the specific improvements we've made in line with this plan, including new field counterintelligence squads. Stay tuned!

ARTICLE SNIPPET: "GODFREY, Ill. (AP) - A serial impersonator of law enforcement officials and others has been arrested again - this time for posing as an appliance repairman.

James A. Ross, 23, has served time in jail for false impersonation of a police officer and again for posing as a paramedic. He also has been charged with posing as a firefighter and a mortician.

On Sunday, he was arrested for posing as an appliance repairman at the Woodbury Manor apartment complex. Ross approached two women sitting on a back porch and asked them if any of their appliances needed repair work."

INDIA FREES SEVEN RADICAL HINDUS CONVICTED IN 1999 AUSTRALIAN MISSIONARY FAMILY KILLINGS

INDIA (ANS) -- Seven of the men convicted of killing Christian missionary Graham Staines and his two young sons in India, have been let go, according to a May 27, 2005, report by Gary Lane, CWNews as published by CBN.com.

Six years ago, 13 radical Hindus were convicted of murdering Australian Christian Graham Staines and his sons, Philip and Timothy.

The missionaries were burned to death in late January, 1999, as they slept in their station wagon parked near a church.

Now the Appeals Court in the State of Orissa, India, has freed seven of the men involved in that brutal blaze. The death sentence for another convicted killer -- Dara Singh -- was reduced to "life in prison."

The court criticized the investigators' methods, saying they resulted in 'tainted evidence.'

But, Dr. P.P. Job, evangelist and long-time advocate for the persecuted church in India, says that ruling should be no surprise, due to the fact that many judges were appointed by the previous pro-Hindu government.

Dr. Job said: "Politics in India is always controlled by religion and especially during the time of the Vajpayee government -- the former Prime Minister. It was sponsored and supported by fanatic groups of Hinduism. At that time, whoever was appointed in the free court, the judicial court, are their people."

Gladys Staines, the wife of the martyred missionary, had no comment on the new verdict.

After the radical Hindu government was defeated last year, some believed that persecution against Christians would ease up.

But, as the Staines case shows, Hindus still have plenty of power in India. Since the new government isn't now watched as closely by human rights groups, some say the radicals feel freer to attack Christians.

So far, this year, there have been more than 200 attacks against Christians in India.
