The Threat Matrix

The title refers to a daily report given to the president of the United States detailing the most serious terrorist threats against the country. To tackle those threats, the government has formed a top-notch task force to infiltrate the terror cells and cut off the danger.

"Every morning, the president receives a list of the top ten terrorist threats - this list is known as the threat matrix."

We here at FR are trying to be in conjunction with the daily reports around the world that involve threats. We try to provide a storehouse of information that takes hours of research.

We now know more about an alleged attack that triggered an increased national threat level last summer.

That's when U.S. officials said they had uncovered a plot targeting financial institutions. The plot involved bombs, banks and British nationals.

The detail was startling, the targets enormous. They included financial buildings in Washington, New York and New Jersey.

Another e-mail to Google's abuse department was not immediately answered.

GOOGLE VIDEO STORAGE

Meanwhile, Internet Haganah's Aaron Weisburd noticed recently (www.haganah.us/haganah/internet.html) that individuals who frequent www.ribaat.org have noticed a new service – Google Video.

(The link to ribaat was at www.ribaat.org/services/forum/showthread.php?s=&threadid=29297, but it now appears to have been removed).

It appears that radical Islamics could be planning to use Google as a way to disseminate terrorist videos.

As Weisburd commented (www.haganah.us/haganah/internet.html), "If Google thought selling advertising to Hamas was problematic, just wait till their new beta video library is packed high and tight with jihadi snuff films."

04/29/05  A posting on an Islamist Web site which appeared to report the death of al Qaeda leader Osama bin Laden was misleading, the full text of the Internet article makes clear.  The Web site posting stirred market speculation on Friday.
The posting on a Web site often used by Islamists began by saying there was news bin Laden had died but then went on to say that the fugitive militant could die at any time and Muslims should be prepared.  The unidentified author appeared to be trying to attract readers to his posting with the headline reporting bin Laden's death. There was no evidence bin Laden had died.

Godzilla -there has been a recent up-tic of attacks across Iraq. Most of the attacks are against Iraqi security and non-sunni targets. However, there have also been an increase against US forces. With as many of his key people being either killed or captured, computer taken, etc. this could be a grasp at desparation.

05/04/05  During an April 28 raid in Baghdad, forces from Multi-National Forces - Iraq seized a letter written by Abu Asim al-Qusaymi al-Yemeni, a member of Qa’idat al-Jihad Fi Bilad Al-Rafidayn, or QJBR, addressed to “the Sheik.” Analysts believe the letter, dated April 27, 2005, was meant for Abu Musab al-Zarqawi, because many of his close followers refer to him as “the Sheik.”

While the letter advocates Jihad and praises “the Sheik” for being “a thorn in the mouth of the Americans,” the main purpose of the letter is to address low morale, weakening support for the Jihad, and the incompetence of many of the Mujahideen leaders. The author also admonishes the “the Sheik” for abandoning his followers since Fallujah.

05/04/05  Counterterrorism officials are trying to learn the identity of an apparently important aide to Iraq's most violent insurgent leader, Abu Musab al-Zarqawi, who is referred to only as "The American" in a laptop computer belonging to Zarqawi that was seized by U.S. troops in February.  …snip…
  But a U.S. intelligence official said he thinks "the American" may already be in U.S. custody. He said that a senior associate of Zarqawi, who holds dual Jordanian and U.S. citizenship, was arrested by U.S. troops inside Iraq late last year. Iraq: Reported Sighting of Al-Zarqawi in Ramadi Hospital
Baghdad, 28 April (AKI) - The Jordanian militant Abu Musab al-Zarqawi is reported to have been seen on Wednesday at the hospital in Ramadi, which was later searched by US forces. The director of the hospital, Munam Aftan, told the Iraq-based newspaper Al-Zaman that US troops surrounded and raided the entire hospital, searching for al-Zarqawi, who is believed to be al-Qaeda's leader in Iraq.
"They told me they had to search the entire hospital - Aftan explained - because they had received information saying that al-Zarqawi was here, accompanied by four Opel cars, inside of which were his bodyguards and followers.

A European intelligence official says that he is not sure Zarqawi was ever in the truck. But the information on the computer was very valuable, he confirms. Among other things, it may indicate that Zarqawi is in worse physical condition than previously believed, and taking painkillers as he recovers from a wound to his stomach.

05/01/05 U.S. and Iraqi forces raided homes on the outskirts of Baghdad on Sunday and detained several men believed to be linked to the death of British aid worker Margaret Hassan, who was kidnapped and killed late last year.
Iraqi police said the morning raids happened not far from Madaen, a town just south of Baghdad where insurgents have been active in recent weeks. They said 11 people were seized, at least five of whom had admitted complicity in Hassan's murder.

04/30/05 The deputy to Al Qaeda’s frontman in Iraq, Abu Musab Al Zarqawi, has asked for orders to attack the White House and the Vatican, according to an audiotape posted on the Internet yesterday. “To our emir (leader) Abu Musab Al Zarqawi ... we say: We are ready for your orders. We are determined to fight the infidels,” said Sheikh Abdulrahman Al Iraqi in the tape, whose authenticity could not be verified.
“If you point at the White House or the Vatican, we would make every effort so that you reach your target,” he added, in the online statement broadcast a day after a call by Zarqawi to his followers to intensify their fight against the Americans in Iraq. 05/03/05 Ambulances of privately-owned medical companies will be banned from the city center during the Victory Day celebrations on May 9, Moscow police have said. The decision was taken after police investigators found traces of explosives in a stolen ambulance, the Gazeta.ru news site reported.  A week ago an ambulance was stolen from a municipal hospital. Detectives later found traces of explosives in the vehicle, a medical official told Gazeta.ru.

05/01/05 A former WyoTech student who attempted to aid a terrorist organization was sentenced to two years in federal prison Thursday. Mark Robert Walker, 19, pleaded guilty in U.S. District Court in El Paso, Texas, following his Nov. 6 arrest while attempting to cross the border from Mexico into the U.S. Agents with the U.S. Customs and Border Protection seized $2,200 that Walker was carrying, as well as a laptop computer, receipts and journals. He was later identified as the administrator of an Islamic Web site that supported the Somalian terrorist group, Al-Ittihad Al-Isiami.

This Public Announcement is being issued to alert Americans to recent terrorist attacks in Egypt.  This Public Announcement expires on August 3, 2005.

On April 30, there were two terrorist attacks in Cairo, one near the Egyptian Museum and the other near the Citadel.  Nine people, including foreigners, were reported injured and all three assailants killed.  The Government of Egypt believes that both attacks were linked to the April 7 bombing in the Khan El Khalili bazaar that killed four individuals, including an American.  There were also attacks on three tourist sites, including a Western-owned hotel, in the northeast Sinai in October 2004 resulting in 34 deaths.

American citizens should maintain a heightened awareness of their surroundings and should not linger amidst groups of tourists in public areas.  All U.S. citizens are strongly urged to avoid crowded tourist areas in Cairo until the current threat environment diminishes.  Any suspicious behavior should be reported to authorities. …snip…

This Public Announcement is being issued to alert Americans to ongoing security concerns and the potential for terrorist actions in Central Asia.  U.S. citizens are reminded to maintain a high level of vigilance and to take appropriate steps to increase their security awareness.  This Public Announcement expires on October 28, 2005.

The U.S. Government continues to receive information that terrorist groups in Central Asia may be planning attacks in the region, possibly against U.S. Government facilities, Americans or American interests.  Elements and supporters of extremist groups present in Central Asia, including the Islamic Jihad Group, Al-Qaida, the Islamic Movement of Uzbekistan (IMU), and the Eastern Turkistan Islamic Movement, have expressed anti-U.S. sentiments in the past and have the capability to conduct terrorist operations in multiple countries.  Previous terrorist attacks conducted in Central Asia have involved the use of improvised explosive devices and suicide bombers and have targeted public areas, such as markets, local government facilities, and the U.S. and Israeli Embassies in Uzbekistan.  In addition, hostage-takings and skirmishes have occurred near the Uzbek-Tajik-Kyrgyz border areas.   ...snip...

9. Suspicious Domestic Incidents Not Currently Linked to Specific Terrorism Attempts
05/03/05  Cases of unauthorized people trying to gain access to restricted areas of hospitals in Indiana and across the country puzzle federal authorities and security officials.   Recently, on the same day an Indianapolis hospital reported suspicious people trying to enter its emergency department, two professionally dressed people carrying clipboards walked into the outpatient campus of Porter hospital in Valparaiso, saying they wanted to tour the facility. 04/30/05 Federal investigators said Thursday that several explosions rocked a Texas City refinery last month in an eruption that killed 15 people, injured more than 100 and filled the sky with black smoke. "We believe that there were a number of distinct explosions in rapid succession, possibly as many as five," said U.S. Chemical Safety and Hazard Investigation Board member John Bresland. Investigators still aren't sure what ignited the explosions at the BP.

Godzilla - This is back in the news because the cause of the explosion has once again become suspicious. That there were a number of distinct explosions in a rapid succession may well be unusual, unless these explosions were the result of pocket of fuel vapors that acted as these separate explosions.

04/29/05  A Delta Air Lines co-pilot suffered eye injuries in the latest reported incident of a laser interfering with a commercial flight, the Federal Aviation Administration said Wednesday.   Delta Flight 476 from Salt Lake City was nearing Dallas/Fort Worth International Airport on Tuesday night when the incident occurred. Letter to Zarqawi Urges Strikes against Oil Interests

An anonymous letter posted today on an al-Qaeda affiliated jihadi message board urges Abu Musab al-Zarqawi, the leader of al-Qaeda in Iraq, to understand that "military operations alone will not end the American project and will neither defeat the American nor the Iraqi forces...". The highly detailed letter calls for attacks against Iraqi oilfields and pipelines. The poster contends that while "[mujahideen] operations limited the efficiency and number of [Iraqi guards]…the American project for Iraq was established… [so that Iraq] will be the first country in history that finances its [own] occupation" by utilizing Iraq's oil wealth. He also states that Iraqi oil "supplies the American forces, and the other foreign forces, with 60% of their need for benzene and gasoline" and that "Iraq exports 1.6 million barrels… which were sold last year for only $18 million."

The poster, who has been "following [the Iraqi mujahideen] from the beginning of the heroic operations", suggests a change in focus from attacking troops to attacking the infrastructure which supports foreign troops. Specifically, rather than attempt to win the war using military techniques, "to paralyze the American army, and defeat their agents in Iraq, the oil [reserves] in al-Dora, Biji and al-Basra should be destroyed completely…" He justifies this by stating that "destruction of the oilfields and the pipelines is legitimate. If this[destruction of oilfields and pipelines] is not achieved there is no way the American project in Iraq will be defeated, whatever attacks occur [against them]…[however] If the oil stops, the American forces will retreat within a maximum of one year, and the government they established in Iraq will fall."

The poster further entreats Zarqawi to remember the failure of the Algerian jihad movement. He identifies the fact that "nobody touched the oil pipelines which lay in the Algerian ground for thousands of kilometers" as being the major strategic flaw which allowed the Algerian government to remain in power.

A truck driver said it happened near Lynwood, at about 10:30 a.m. on the Long Beach (710) Freeway, hours after a deputy sheriff shot at two suspects on an on-ramp of the freeway in the same area.

The semitrailer driver for Los Pericos Food Products LLC said he heard a sound as he was driving but did not realize his truck had been shot. CHP investigators were at the company Wednesday afternoon examining the truck.

Francisco Chavez said he was driving north on the Long Beach (710), near the 105, in the Lynwood area when he heard the noise. When he returned to his company, located at 2814 Whittier Blvd., in East Los Angeles, he found a bullet hole on the driver's side of his vehicle, about five feet behind the driver's side door.

The bullet was embedded in the hole in the cargo area of the trailer."

20 suspected Taliban killed

KABUL, May 4: A firefight in southeastern Afghanistan left about 20 suspected Taliban and one Afghan police officer dead while six US servicemen and five Afghan police were injured, the US military said on Wednesday. The fighting involving US warplanes and helicopters as well as ground troops erupted on Tuesday in Deh Chopan, a troubled district in Zabul province, the military said in a statement.

A village leader with suspected links to the Taliban and six other attackers were detained by US forces, the statement added. One insurgent was also wounded during the battle, it said. The firefight was one of the biggest since overthrow of Taliban.—AFP

KHAAR (Bajaur Agency), May 4: Army commandos and paramilitary forces arrested an Uzbek national and six other suspects, including Afghans, during a mid-night operation in the Mamond sub-division, some 15km from here on Wednesday. The suspects, including three local activists of an out-lawed religious organization, were taken to an undisclosed location for interrogation. The locals were identified as Maulana Gul Mohammad, Maulana Bashir Ahmad and another man, known as Hafiz. Names of the Afghans could not be ascertained.

The Political Agent of Bajaur Agency, who had also taken part in the operation, while talking to journalists, confirmed the arrest of the Uzbek. He said that the operation had been completed successfully.

Officials revealed that the Uzbek was only a foot-soldier.

The troops had also recovered modern weapons, laptops, satellite phones and other sensitive documents from the houses where the suspects were hiding.

Army soldiers, lady commandos and paramilitary troops of Bajaur Scouts and Khasadars raided the Chopatra and Sewai villages in the Mamond sub-division on Wednesday night. They searched several houses, eye- witnesses said, adding that the residents also extended full cooperation to the troops during the operation.
