The big one looks like a Soviet SS-4, which was the missile involved in the Cuban Missile Crisis of the early 60s. So a museum display seems to be the most likely explaination. A working SS-4 would seem unlikely.

The transporter is a good match as well.

I remember reading that the left was always ready to poop in their pants when they saw pix of the mayday parade every year, saying the soviets would destroy us with such weapons... turned out that a lot of what the soviets had on display didn't work anyway

Yeah, it's an SS-4 SANDAL, alright. I just flipped through all the SS variants, and nothing else looks quite like that with the tiny fins and slightly-belled rear end. Still looks like a SCUD, but the SCUD has much larger fins.
