I'd say that this is just as much a legacy of abstinence only education as it is a legacy of WJC. Kids believe that vaginal sex is bad now, so they define other things (oral, anal) as "not sex", which makes it acceptable and preferable to them.

I am a bit skeptical of that statement, for a couple of reasons. First, there's not much - if any - "abstinence-only" education in the US. Second, the term abstinence in my experience also covers pretty much everything past kissing, and doesn't make exceptions for oral sex or any other kind of non-vaginal sexual activity. The origin of oral sex not really being considered to be sex comes directly and solely from the MSM/Clintonoid propaganda during the impeachment trials.
