I am a bit skeptical of that statement, for a couple of reasons. First, there's not much - if any - "abstinence-only" education in the US. Second, the term abstinence in my experience also covers pretty much everything past kissing, and doesn't make exceptions for oral sex or any other kind of non-vaginal sexual activity. The origin of oral sex not really being considered to be sex comes directly and solely from the MSM/Clintonoid propaganda during the impeachment trials.
So at five years old, these kids were reading the news about Clinton's impeachment? That's about how old they were at the time.
Besides, blow jobs weren't really considered sex when I was in high school, and that was a few years before Clinton.

BTW, in my niece's "abstinence only" education literature (my sister read it), oral and anal are included. Shoots Quick1's theory to Hell-o.
