New York (the United Nations) - the secretary-general of UNO Kofi Annan, begins again on her account, in a report/ratio on the reform of the United Nations, the idea to make pass the Security Council from 15 to 24 members.

In this report/ratio, returned public Sunday, Mr. Annan underlines the need "for reforming the Security Council to make it more largely representative of the international community in its entirety, and of geopolitical realities of today".

The proposals of Mr. Annan are close to those which on 30 November a Committee of wise international had formulated, which was made lawyer of this extension to 24 and had proposed two models for this purpose.

In his text, Mr. Annan does not slice either in favour of one of these two options, envisaging distributions different from the seats between permanent and temporary members.

He encourages on the other hand the States to agree "on this important question before the top of September 2005".

"It would be preferable by far that the Member States make this vital decision by consensus", adds it. "If however they were in the incapacity to reach a consensus, that should not become an excuse to give this decision to later".

Just what we need - A more unresponsive and complicated Security Council.

Gotta love these recommendations. They appear to be designed to make the UN even more dysfunctional and irrelevant than it already is, if that's possible.

As someone said elsewhere, Kofi's trying to appease the US by appearing to be responsive to our concerns while at the other hand trying to maintain his socialist empire. I wonder if he really thinks he's fooling anyone.

At first blush these 'Recommendations' would appear to be the proverbial nail in the coffin for the UN. Talk about a recipe for EVEN MORE irrelevance. Sheeeesh!

The only countries that deserve a seat on the Security Council are the US, the UK, Australia, Japan, and Israel. No one else has both the requisite military power and legitimacy of government.

... by adding the Palestinian Nonauthority, Libya, Cuba, The People's Democratic Socialist Republic Dictatorship and Bridge Club of North Korea, Syria, Iran... who am I leaving out?

Late last night I suggested a new Sec. Gen. once Annan and his corrupt henchmen are banished to the hinterlands. I suggested Newt Gingrich, a historian, geopolitical expert, and leader, and of course pro-Western ideologue. Any thoughts?

"I wonder if he really thinks he's fooling anyone."

Yes. He does. Look at Ted Kennedy and John Kerry.
