The United Nations, worried that the nuclear material and equipment could be used in clandestine bomb production, has been hunting for it throughout the Middle East, largely unsuccessfully, the Times said. The UN is "hunting" for something they said doesn't exist, and the NY Times is reporting it?
Is this an alternate reality?

Key word there is "monitored." The monitored stuff wasn't in violation of UN resolutions. This isn't exactly some startling revelation.
