And .. I believe crime is down in some cities by 54%. Part of that could be the 3-strikes laws which keep criminals in jail.

Crime is very dependent on demographics. Most crime is committed by males under the age of 30. If a society has a high percentage of this demographic, crime will be higher.
I see no mention of demographics in this article and am wondering if it has been taken into account.
