Yes I have, but I don't remember any details. As a tangent, black parents are some of the biggest supporters of vouchers because they know the current learning environments suck.
The problem Phillips is trying to address is stated early in the article, "Mr Phillips said many suffered from a culture where it was seen as uncool to be clever."
A friend pointed out to me years ago, and I believe it to be true but have no access to data, that black children perform as well as their white counterparts up through the 6th grade. After that the peer pressure hits them like a ton of bricks and it's no longer cool to make good grades because that would make them "too white".
Well, of course. My boys loved the ballet until the age of 8 or 9 when suddenly it became "girl stuff" and they would no longer go. And my own parents put us girls in a girls' high school because school was about education, not about pimping yourself to boys.
My own opinion is well known: allow the parents to decide what form of education is best for their kids. Many, many people in Atlanta were horrified when the Black parents decided that neighbourhood schools were best, even if their kid didn't get to sit black/white/black/white in the classroom and both teachers and students were black. They failed to figure out that the parents put their childrens' education more important than what colour their classmates are, and they found it insulting to the highest degree that anybody would believe that black kids could not learn unless white people were involved.
If the idea is to not only teach these black boys to read, write, figure and think, but to teach them that skin colour matters not at all, why should it matter who teaches them or what colour their classmates are?

And that is a difficult problem to solve, because that is cultural. It reminds me of my daughter, who for a while, got into this idea that she was fat, which she wasn't. Even though I don't even own a scale, have never been on a diet, and hadn't had a fashion mag in the house since my mother died. It didn't become a big problem, but it made me realize how pervasive culture is and how just your home life isn't a guard against it, unless maybe if you live some very insulated life style.
I don't mind the idea of separating boys from girls, it's probably a good idea at the HS level, but I don't like the idea of forcibly segregating people by race, that's for sure.

hmmm... why would this be? Perhaps because the government pays women to not have husbands. The same thing occured here in the USA.

An ethnic breakdown of this year's GCSE results in England shows that "black African" girls are scoring higher grades than "white British" boys.
The analysis of GCSE and GNVQ results found wide gaps in achievement between male and female students and between different ethnic groups.
Chinese pupils achieved the best results of any ethnic group.
It also revealed that only a quarter of black Caribbean male pupils achieved the benchmark of five good GCSEs.
Girls ahead
The analysis of exam results shows that all ethnic groups are improving their average results - but it also shows wide differences between boys, girls, rich, poor, blacks, whites and Asians.
"White British" pupils, representing about 84% of candidates, scored just above the national average for getting five good grades.
But the greater success of female students, in all ethnic groups, saw black African girls achieving better results than white British males.
According to the education department's figures, pupils defined as black African are an increasing proportion of pupils. In infant classes, more than half of the black school population is now black African.
The lowest-achieving group was not an ethnic group at all - but children eligible for free school meals, among whom one in seven left school without a single pass.
High performers
Chinese pupils scored much higher results than other ethnic groups - with 74.8% of pupils achieving five or more good grades, compared to a national average of 50.7%.
Indian pupils also achieved above-average results - with 65% getting above the benchmark - and Irish pupils also scored well, with 60% achieving five good grades.
Pupils defined as being of "mixed white and Asian heritage" also achieved above-average results.
But the Schools Minister Stephen Twigg said that the below-average results for Pakistani, Bangladeshi, black African and black Caribbean pupils showed "the scale of the challenge" facing schools.
Fewer than a third of black Caribbean pupils achieved five good grades - but behind this figure there is a sharp gender divide, with the average lowered by particular under-achievement among black male pupils.
Only 25% of black Caribbean teenage boys achieve five good grades - compared with 40% of girls.
Among black African pupils, 34% of boys achieve five good grades and 47% of girls.
Girls out-perform boys in GCSE and GNVQ results among white, black and Asian pupils - with the highest-scoring single group being Chinese girls, with almost eight out of ten achieving five good grades.
Poverty
As well as differences between genders, the report highlights how the impact of poverty cuts across all ethnic groups.
Among pupils who are eligible for free school meals only 24% score five good grades, compared with an average of 55% among pupils who are not eligible.
"These figures show that many pupils, particularly from African-Caribbean backgrounds are not achieving their potential through school," said Mr Twigg.
"It is vital that we continue to get important facts and figures like those released today. That is the only way for us to see exactly where our reforms are working, and where they are not working, to make sure that no pupil slips through the net," said the minister.

The boys follow a Democratic model and the girls follow a conservative model.
Yes but it's not what they're saying which is forcible segregation. They're probably referring to the Malcolm X school and other charter schools like that. They were successful but most have been shut down by the ACLU through lawsuits claiming sex discrimination.
OK, I'm missing something here. If there is a culture within black boys making education uncool, wouldn't segregating that group further intensify the problem instead of diminishing it?

And the sad part is, it wasn't always that way in Carribbean culture. Cari moms try to pound education in your head from the first day you can speak.
It's possibly the American influence that made these Afro-Carribbean youth act like this in the UK. Education's one of the strongest qualities in Carribbean culture.
