That seems to be "conspiracy to commit" laws are all about. If law enforcement has to wait to act until after a crime is committed, you get citizens taking the law into their own hands in self-defense. With sufficient evidence, the cops can put sickos like these away for a good long time.

Don't rely on the schools to do this. Every parent has a duty to inform children of this risk, and to tell them to report any such advances immediately to their parents first, then school officials.

The FBI said Irvin and six other men attended a conference of the North American Man-Boy Love Association and allegedly made travel arrangements through an undercover agent who posed as someone who could arrange a
trip featuring "bed, boys and breakfast." The FBI said Irvin was arrested as he boarded a small boat for the trip on Saturday.
Pittsburgh Schools authorities say Irvin has received half pay since he went on a study sabbatical on Feb. 2.
