I did a Google search on this article. You can see the original article, in German, at http://www.welt.de/data/2004/11/20/363020.html. At this site, http://medienkritik.typepad.com/blog/2004/11/europe_thy_name.html, it says "Matthias Döpfner, Chief Executive of German publisher Axel Springer AG, has written a blistering attack in the daily WELT against the cowardice of Europe in the face of the Islamic threat.
