Dems may delay Rice Vote

"There are a number of Democrats not on the committee that want to have a chance to debate her nomination a couple of hours," said Manley, a spokesman for Senate Democratic Leader Harry Reid of Nevada. He said Democrats would not seek to prevent Rice's confirmation as the nation's top diplomat, and he predicted her approval within a matter of days. Rice cleared the Foreign Relations Committee earlier in the day, 16-2, a lopsided vote that belied hours of skeptical questioning by Democrats critical of President Bush's foreign policy and his conduct of the war in Iraq. By contrast, Manley said he expected that Democrats would assent to confirmation on Thursday just after the inauguration of two members of Bush's second-term Cabinet. They are Mike Johans, nominated as secretary of agriculture, and Margaret Spellings, named to take over as education secretary. The Senate developments unfolded as the nation's outgoing top diplomat, Secretary of State Colin Powell, bid farewell to the workers he called his "family" at the State Department. Powell has not yet formally resigned his post, and isn't expected to do so until Rice is formally sworn in. "You were my troops, you were America's troops," the former Army general told the workers. "You are the carriers of America's values." He called Rice "a dear friend" and said she would bring "gifted leadership" to the department. Rice surmounted two days of sometimes contentious questioning - mostly by Democrats - on the administration's prosecution of the war.

But does Frist blow through the "Anonymous Hold" or even just a regular "Hold" that some Senator (obviously a Dim) would use?



Where are getting your info about a 'hold' being placed upon the confirmation vote?..... It's not a hold but a request to conduct floor debate.... The Senate by it's very nature/rules does very little without unamious consent. Thus the democrats didn't agree to a vote immediately but rather wanted debate time. They'll mostly likely agree to some number of hours for debate and then the vote will be held..

When it gets that far you can try to shut off debate via the cloture route... But it's not there yet... The Gonzales thing is still in committee and it's not unusual for a hold to be place or a nomination or a request be made for additional time to review the nominee.... Happens with some regularity... Hatch finally got a gut full at one point last year and moved a few nominees out of committee that were being held but Leahy or some other senator....

CNN reported that by holding this up, the Dems were sending a message to the Administration.What that message is I don't know.

The message is they will tied things up in the senate with debates

how much "debate" is necessary? What new information could possibly come out? Just more stunts by the Democrats. What's even more disgusting? That the Republicans will ALLOW this.

The far left hates Condi as much as they hate Rummy ..

The far left has been trying to bring them both down since they came into the administration

There is nothing the Dems can due to hurt them .. but they sure as heck will do everything to be a thorn in their sides

This is grandstanding by the Dems is for their base .. and unfortunately the Repubs can't stop the Dems from debating on the Floor

Desperate petty sour grapes. I just hope they keep it up. The future bodes well for us with all this pandering to the loony-fringe.

It bodes well only if the Senate GOP grows a spine and slaps them down. It should've already been done. It's way way way past time for the GOP to start acting like the majority party.

What are the purposes of a Democrat Senator? Most of them looked foolish yesterday and today. The only two purposes are obstruction and demagogue. This must be their strategy for the next election. Frist should just go around them and play hard ball. He should fight fire with fire. Boxer and Kerry lack common manners.

Guess I wasn't aware a hold could be placed on a nominee once they cleared the committee and came to the floor for debate and vote.... I knew holds were placed on nominees in committee thus keeping them from having a hearing...

Guess the other question is.... If a hold can be placed on a nominee after/during floor debate then why is there a need for the democrats to filibuster a nominee on the floor. Why not just use a hold and be done with it?
