President Bush says he wants to revamp an immigration system that is "not working" and is "not compassionate" through a program that can't work and would be anything but "compassionate" to Americans forced to pick up the tab.
During his end-of-the-year news conference, the president formally revived his expanded "guest worker" proposal first laid out as a set of "principles" a year ago. But the Bush plan is quite unprincipled and, by any other name, another in a long line of amnesty programs. Bush confidante and former Montana Gov. Mark Raciot disputed that characterization to me during the fall campaign. But that's exactly what it is. And it will do what amnesty programs do best - fail.
Details of the president's plan go to Capitol Hill next month. Mr. Bush wants to allow illegal aliens - up to 8 million if not more - to hold jobs here "legally" by issuing "temporary worker cards." American workers would not be hurt, the president insists; these legalized illegals would fill jobs that U.S. firms supposedly can't fill.
Not only will the administration proposal "take the pressure off" Border Patrol agents who should be "chasing crooks and thieves and drug runners and terrorists," the president said these illegals are innocuous, "good-hearted people." All they want to do is "put food on the table...Family values do not stop at the Rio Grande River."
But apparently common sense does.

It is illegal immigration that is disruptive of the economy because of the unacceptable social costs.
You don't understand that this proposal is going nowhere because the American people do not trust elites to be serious at all about border control. Just as the Bill of Rights was the precondition for the American people accepting the Constitution, so vetting is the precondition for the American people accepting any amnesty or guest worker program, if ever.
The American people don't see any need for a "guest worker" program. It is not in the least a question of "jobs Americans won't do". It is entirely "jobs Americans won't do for third world wages". Labor is a commodity. It has a market value. When you pay what it is worth you have as much as you want. Americans see no reason to allow a selfish few to destroy public services because they don't want to pay the market value of American labor.
Mostly by legal immigrants. Mexicans, Chinese and Japanese mostly in the West at least, Puerto Ricans in East, who by virtue of living in a US governed Commonwealth, are citizens. Or by the participants in earlier guest worker programs.
Labor is a commodity. It has a market value.
You're absolutly right, and the market determines that value. If I will do a job for less than the competition, the competition must change or die. This principal keeps our economy strong and flexible.
The majority are (IMO) on the books (W-2, 1099) employees. These are likely the people the President is talking about.
I've stated above that IMO, over the years, in effect our own government and businesses virtually invited them, et al. here virtually assuring them they had nothing to fear.
Accept them as PRUCOL, presently residing under the color of law I believe is the term, and track them with their ESF data. No short cuts to green cards or citizenship.
The only OASDI benefit will be a refund of their FICA taxes. Right now even as ILLEGAL immigrants they can get SS checks with enough time.
Another(!) SSN verification system (SSNVS) was supposed to be implemented this month, use it for future hires or else, Mr. Businessman.
Allow no more phony / stolen SSN's in the ESF. Routine matters such as typing errors, name-changes (marriages) are handled already, anything out of the ordinary is a crime; we know who the employer is (from the earnings statement) contact him immediately. Is it really a crime? Find out.
After a certain date treat all ILLEGAL entries as possible terrorists; blast that warning to the world and let the world know that from now on we enforce our immigration laws.
True temporary "guest workers" are candidates for H1B, H2B, etc. IMO.
People working here off the books and criminals are matters for law enforcement.
I didn't say that, I said in many of those areas there are not the types of jobs to attract the illegals. Not much call for lettuce pickers in Minnesota or the Dakotas, but there are some illegals there as well, doing roofing or other construction work, or being maids or doing other such "menial" work.
"In other places there is good supply of Puerto Ricans or others from "distressed" areas where the people are nonetheless American citizens." So in other words, illegals do take jobs away from Americans.
No I'm saying that where there are not as many illegals, many of the same jobs are being done by other than Hispanic low paid migrants, although some of them are illegal as well, but because they are European (south Slavs, Russians, Ukrainians, etc.) they don't stick out so much in the population. I stayed in a bed and breakfast last year where the help was mostly from the former Yugoslavia and Czechoslovakia. I have no idea if they were legal or not. The area has lots of Czechs, some from long ago immigration, others who came after the Red Freeze that followed the Czech Spring in the late 1960s and early '70s. Many of the established Czechs sponsor the newcomers. In central Texas, of all places, I did not see many Mexican or other Hispanic faces on the construction crews, mostly just good old Texas redneck Bubbas. Many of the barber/beauty shops are staffed by Korean and a few Vietnames women who, judging by the prices, can't be making very high wages. They are there because they, or their relatives, married GIs, sometime over the last 50 years or so, and settled near Ft. Hood over the years. Lots of good oriental restaurants thereabouts. Where I'm visiting now that "Chinese" restaurant niche is mostly filled by Vietnamese, brought here after the debacle in Vietnam, although the host at the buffet place I ate at a few days ago was from Indonesia. (It was about 5-10 degrees outside, and headed for -4 that night. He inquired about appropriate outerwear for Nebraska winters, fearing I'm sure that it would get even worse before the winter is out, and it probably will)
In some cases folks who would hire someone at a low wage are just doing the work themselves. Mowing their own yards, watching their own kids, or having grandma or other relative do it. High prices always mean that sometimes you just do without, be it withoug some services or some products.

We want honest AMERICAN laborers -- and don't care where they come from -- just that they're here lawfully.
Which upwards of 15 million criminal aliens presently are not.
Which makes every one of them, even the Mexicans among the 180 or so nationalities that comprise their numbers, OTHER THAN "honest!"
My kids and my neighbors and all of my SoCal acquaintances kids would also fall into the category "honest laborers," were it not that every one of them is turned away from every part-time job -- as often as not with the sneered "we don't hire no stinking gringos here."
Try a vacation in Hawaii and you'll be astounded to find that every casual job is performed by the kind of cheerful, capable, honest American laborers who're also known as "College Kids."

The United States has lost control over its immigration policy. Over one million persons enter our nation illegally each year and we have antiquated and error-prone systems for knowing who our legal visitors are and for enforcing their visa time limits. Every poll shows that over 75% of citizens support border security and strict enforcement of our immigration laws. They want our immigration policies fixed. Here is my four-point plan for achieving control of our borders and enforcing sensible immigration policies.
1. Secure our Nations Borders
Increase Border Patrol manpower from the present 11,500 to 20,000 (HR 3534).
Use the U.S. Military until the Border Patrol reaches that manpower level (HR 277).
Accelerate the use of new technology and Unmanned Aerial Vehicles to identify and help apprehend smugglers and trespassers.
Double the capacity of the detention centers for apprehended trespassers.
End the catch and release policy by instituting fines and jail time for repeat offenders.
Require stiff prison sentences for convicted coyotes and felons who return to the U.S. after deportation.
Accelerate the implementation of the USVISIT biometric identifier program for all foreign nationals entering the country through our ports of entry.
2. Establish a Genuine Guest Worker Program
Enact a genuine Guest Worker Bill (HR 3534) to allow any foreign national to enter the US legally to work for up to one year in a job that cannot be filled by a citizen.
Require employers to advertise all jobs on an internet bulletin board and for two weeks before hiring a Guest Worker.
Require illegal aliens already in the U.S. to first return home and apply for jobs through the legal processes.
3. Improve Interior Enforcement of Immigration Laws
Provide adequate resources to the Detention and Removal branch of the Bureau of Customs and Immigration Enforcement (BICE) to allow apprehension and removal of all criminal aliens.
Enact the CLEAR Act (HR 2671) to give local law enforcement incentives and reimbursements for participating in immigration law enforcement.
Establish stiff fines and tax penalties for employers who violate the law by hiring illegal aliens, and devote adequate resources to identify and prosecute those employers.
4. Remove Incentives for Illegal Immigration
Employers who hire illegal aliens should face stiff fines and tax penalties (see#2 above).
Federal and State agencies should be prohibited from recognizing the Mexican Governments Matricula Consular ID card.
States that grant drivers licenses to illegal aliens should suffer loss of federal highway funds.
Children born to illegal aliens should not be given citizenship status (HR 1567).
Federal court rulings and other policies that require health and educational services to illegal aliens should be overturned.
Amend Social Security Act to deny credits for wages earned in illegal employment or to self-employed engaged in illegal activities (HR 1631).
Insist that the Government of Mexico extradite felony criminals who retreat into Mexico.
Encourage the Government of Mexico to repeal its Dual Citizenship law.

Research shows that teen employment can lead to higher wages and employment in adulthood, especially for those who don't go on to four-year colleges.
Disadvantaged youths who work in high school are also less likely to drop out.

What? I think something got left out of your comment.
This statement is flawed. 600,000 inmates at 3,000 dollars per inmate yields 1.8 billion. You can not house an inmate at 3k per year. Either the 600,000 is a wrong number or the 1.6 billion is.
Mr. Robinson, most of us are big supporters of President Bush. But many supporters also have a disagreement on the issue of a "guest worker" program.
We were on this thread, politely discussing a very serious issue, that affects the future of this country.
No one was insulting ANYONE, and there have been some very informative posts, including by a border patrol officer.
