You don't understand that this proposal is going nowhere because the American people do not trust elites to be serious at all about border control. Just as the Bill of Rights was the precondition for the American people accepting the Constitution, so vetting is the precondition for the American people accepting any amnesty or guest worker program, if ever.
The American people don't see any need for a "guest worker" program. It is not in the least a question of "jobs Americans won't do". It is entirely "jobs Americans won't do for third world wages". Labor is a commodity. It has a market value. When you pay what it is worth you have as much as you want. Americans see no reason to allow a selfish few to destroy public services because they don't want to pay the market value of American labor.

You're absolutly right, and the market determines that value. If I will do a job for less than the competition, the competition must change or die. This principal keeps our economy strong and flexible.
