Actually, considering previous winners, I'd just as soon it wasn't him. It's Times judgement of who or what (remember the computer) made the biggest impact in the year...good or bad. I doubt that the rag will have anything good to say.

I believe that the writer wanted to just make a concise summary.
You could write a book about the odds that Bush overcame. Also, it wasn't just domestic but most of the world was against George Bush.
It truly was a case where David slayed Goliath.

The picture was snapped when Bush was in Halifax, Nova Scotia, right before he got up to speak. There was a mural behind him with FDR and Churchill, and being that it was in Canada, there really was a Canadian flag behind him.
