The center where I work is under the umbrella of a hospital system. The campus down town is 3 separate hospitals. They have a huge IS department. IS supplied the cell phones but my boss had to come in to get them.

They won't release them to peons plus there is some huge roll over process that has to take place and he has to do it.

It was screwy for a while but we survived. The fortunate thing was that it happened in the wee hours. Call volume drops predictably. If it had happened at a boom time , it could have been a minor disaster..
