The House voted Tuesday to overhaul a national intelligence network that failed to prevent the Sept. 11 attacks, combining under one official control of 15 spy agencies, intensifying aviation and border security and allowing more wiretaps of suspected terrorists.
"We have come a long way toward taking steps that will ensure that we do not see another September 11th," said House Rules chairman David Dreier, R-Calif. Now "we have in place a structure that will ensure that we have the intelligence capability to deal with conflicts on the ground wherever they exist."
The House voted 336-75 to send the Senate legislation to create a new national intelligence director, establish a counterterrorism center, set priorities for intelligence gathering and tighten U.S. borders. The measure would implement the biggest change to U.S. intelligence gathering and analysis since the creation of the CIA after World War II to deal with the newly emerging Cold War.
The new structure should help the nation's 15 intelligence agencies work together to protect the country from attacks like the ones that killed nearly 3,000 people in New York, Washington and Pennsylvania, lawmakers said.
"I have always said that good people need better tools. Here come the tools to help good people succeed," said Rep. Jane Harman of California, the top Democrat on the House Intelligence Committee.
The GOP-controlled Senate plans to pass the bill Wednesday and send it to President Bush for his signature.
In addition to Sensenbrenner at least 6 California Republicans voted no.
They're the group that is been stung the worst by illegal immigration and had the guts to stand up against Bush.

Also, last night OXEN IN FLA posted the wording to the Intelligence bill that was removed by the senate. What I think is important to point out now is: the changes didn't go into effect for 3 YEARS!!!! Do we know when these changes are supposed to start? If not right now, then why couldn't this bill have waited until January when the actual represtentatives and senators that will be living with the bill will be in congress, not a bunch of lame ducks?
Now I am going to bed, because I am too tired to argue.

Let's review. I made no statements whatsoever about how much difference it would make, how effective it would be, or about the Border Patrol's workload. I was simply correcting what appeared to be a factual error in the discussion. You have repeated the erroneous information. The act provides for two thousand new agents every year for the next five years. This equates to ten thousand new USBP agents by 2009.
Personally, I'm in favor of using National Guard divisions to seal our borders, with a 500m wide no-mans-land covered with mine-wire obstacles and covered by both direct and indirect fires.

I'm not going to attack you, but this bill is totally worthless.
We had tens of thousands of CIA, NSA and other top national security people on the job before 09/11.
Any guy given 15 minutes with fairly average intelligence would know planes could be used as the weapons they were.
We facilitated the entry of 19 people from terrorist states, directly, or indirectly into our nation. They lied their asses off to gain entry. They obtained driver's licenses and had free reign of the nation.
After this bill has been implemented, there very same thing can and will still happen.
We got the cheerleaders out. They won the day. We reorganized the deck chairs and we implemented more layers of beurocracy.
19 men committed the 09/11 acts. Today upwards of 7,000 people came across our borders without being checked.
But for the grace of God, Arnold Schwarzenegger rescinded the ability for illegal aliens to obtain driver's license in California. It was already in the works. If Davis would have won his bid to defeat the recall, tens if not hundreds of thousands of illegals would already have them. Once they have these documents, they can manipulate the system. For all intents and purposes, the driver's license is the defacto homeland passport. It also facilitates other documents and access to a wide range of services.
Our elected officials are a laughing stock. Our President might just as well be the President of Mexico for all the good he did us on this bill. NOT ONE MEMBER OF AL QAEDA THAT AVOIDS A STATIONARY CHECKPOINT WILL BE STOPPED AT OUR BORDERS DUE TO HIS BILL. NOT EVEN ONE!
Did you know that a known terrorist from a foreign state can present themselves at our border and claim amnesty? Did you know that knowing he is a terrorist, we will still allow them in if they claim they will be persecuted at home? It's the truth.
Tom Tancredo addressed the issue of a Jordanian that plotted to attack the American school in Jordan. He was discoverd and prevented from carrying out this act. Later he presented himself in the United States, claiming he would be persecuted if he was sent back to Jordan. We let him in.
The issue is still in court, but the guy is walking the streets in the meantime.
NONE OF THIS will be corrected due to this bill.

We have in essence zero border security now, and even if they are going to multiply that by 10,000,000,000,000,000,000,000, the end result is still zero.
We will send 100 new INS agenst to each checkpoint, and leave the interior wide open for those with an IQ over ten to walk right through.
Intensify? Intensify the depth of the B.S. is about it.

House Approves U.S. Intelligence Overhaul
Let me get this straight.
Politicians are going to overhaul U.S. intelligence?
Two questions.
Won't that require REAL intelligence?
What's in it for them?
Porter Goss must be put in charge.
This bill smokes pole from the get go. My entire Army career until retirement was with military intelligence. There is nothing in this bill beyond installing another twinkle-toed political pretty boy at the top -- and I'd bet his required skill set could be easily surpassed by Monica Lewinski.
The rest of it is smoke and mirrors.
Let's see: 2000 Border Patrol agents per year. Is that in addition to current manning or just replacements for the current attrition? And remember the built in caveat - "subject to availability of appropriations". Scratch that one off your list of hopes.
4000 aditional detention beds. With 400,000 absconders running loose, that would handle exactly 1% of the problem. Plus, since this is government, they won't be happy unless all those beds replicate Camp Cupcake with Martha Stewart running the damn kitchen. How about a few tent cities like Joe Arpaio runs up in Maricopa County? A few tents, a few porta-potties, and you're up and operational in a week.
