OLYMPIA, Wash. - Christine Gregoire is asking her Democratic Party to request a recount all the votes in Washington or don't count at all.

Gregoire says she knows it would be cheaper for the party to request a partial recount in a few counties that would likely help her overcome Dino Rossi's 42-vote lead.

But she says her goal is to count all the votes in the state to settle the governor's race.

Meanwhile, Washington Democrats have gotten a $250,000 boost for a second recount in the race for governor. The money arrived Wednesday from the unspent campaign funds of unsuccessful presidential candidate John Kerry. Democrats are hoping a manual recount will reverse the 42-vote victory that a machine recount gave Republican Dino Rossi over Christine Gregoire.

The recount fund is about $500,000, no more than half of what the Democrats expect a statewide hand recount would cost. Party chairman chairman Paul Berendt says the Democrats are working hard to get the rest of the money. The deadline for filing for a manual recount is five o'clock Friday afternoon.

Partial recount is illegal - Bush v. Gore. The question is whether or not they want to adjudicate it.

That would be the case for a federal election, for which Bush v Gore is precedent. However, I believe WA State law provides for such a partial recount.

Is it correct that if a partial recount changes the result of the election, then the law requires a complete recount after that?

Washington law requires that if the winner is flipped by doing a partial manual recount, then the entire state will be manually recounted. IOW if Gregoire wins on partial recount, the entire state recount will be done, I believe at tax payer expense.

Can't you just hear the excuses now, after they end up finding a couple hundred more votes in King County for Gregoire?

"Well, we really, really tried to have all the votes counted (because we believe that every vote should count), but we did not have enough money, so we had to abide by state law you know and only recount the counties we could afford to pay for. We tried. We really did."

Who is actually doing this recount? Who is watching what they are doing? Being a liberal area I would suspect the courts are tipped in the lib direction so are they able to get away with just about anything? What excuses have they given for their extra votes they come up with

Bush v. Gore established that partial recounts were violations of the 14th amendment. That would apply across the board -- federal, state, local.

I believe that the ruling in Bush vs Gore was per curiam and hence, established nothing.... a one time only deal.
