The number of newly diagnosed HIV and AIDS cases among gay and bisexual men grew 11% in the four-year period ending in 2003, raising fears of a new outbreak of the disease in a group experts said had become increasingly casual about taking protective measures.
The increase was offset by a decline in new cases among intravenous drug users, so the overall rate increased by 1% over the same period, according to new data from the Centers for Disease Control and Prevention released Wednesday on World AIDS Day.
The CDC estimates that about 40,000 new HIV infections occur each year in the U.S., and that between 850,000 and 950,000 Americans are living with the disease, with about 280,000 not knowing they are infected, said Dr. Ronald O. Valdiserri, deputy director of the CDC's HIV prevention program. About 18,000 die of AIDS each year in the U.S.
The number of new infections has remained stable since the mid-1990s, when the burgeoning use of anti-HIV drugs lowered virus transmissions and death. But the mark is seen as a setback because the government had set the goal of cutting the rate of new infections in half by 2005.
"We have a ways to go before we reach [that] mark," Valdiserri said in a telephone briefing with reporters.
"It's simply unacceptable that so many people continue to be infected by this virus," said Dr. Julie Gerberding, director of the CDC.
Men who have sex with men bore the initial brunt of the AIDS epidemic and account for 44% of newly diagnosed cases, according to the new data. But complacency brought on by effective AIDS drugs and the time that had elapsed since the initial ravages of the epidemic had led to an increase in unsafe sex practices, officials said.

The ACLU goes hand-in-hand with the homosexuals (as well as other America-hating groups) and goes to court for them to help enable them to get what they want most: the children!
Cancer is a tough disease, but homosexuals earn their aids.
Bore the brunt? That makes it sound like AIDS came out of nowhere. They spread it among themselves. Had all active homosexuals been quarantined in the early '80's AIDS would be a third world footnote in medical texts.
What about a "sin tax" on sodomy to pay for AIDS-related healthcare? Supposedly, the tobacco lawsuits were all about paying for treatment of cancer victims - so how about taxing homosexuals everytime they engage in sodomy?
ONE THING THAT I FORGOT TO MENTION - supposedly all the taxes on cigarettes are to deter folks from smoking (evil vice). So, if we tax sodomy, shouldn't it do the same and reduce the spread of AIDS??
I am not an expert but I believe Dr. Day was aware that the invisible blood mist that is in the operating room environment would carry the virus. It is not an airborne virus. It is transmitted by contact. Dr. Day also showed that microscopic openings in casual antispetic cover wear were many diameters larger that the diameter if the virus and would not contain it; that would include condoms and rubber gloves.

If that were true, it would be the biggest scandal in American history. No way something like that could be suppressed.
In part, I agree. I believe that some want the children, but not all.
I know that for others there is a sick 'right of passage' to become HIV+, for those they get what they deserve. I just don't understand why they cannot protect themselves, or refuse to.
And don't get me started on a rant of the ACLU, my contempt for them knows no bounds.
I don't mean to sound heartless, but by 2004 we have reached the point where the requirement for personal responsibility must be asserted.
Unlike poor countries in Africa where education is skimpy, if people in the United States become infected with AIDS because of unsafe sex practices, then they have no one but themselves to blame.
