CAIRO, Egypt — Top Usama bin Laden lieutenant Ayman Al-Zawahiri (search) vowed in a videotape shown Monday on Al-Jazeera television to continue fighting the United States until President Bush changes U.S. policies.

Al-Zawahiri, bin Laden's righthand man, referred to the recent U.S. presidential election on the tape, but it wasn't clear whether the video was recorded before or after the Nov. 2 vote, when Bush was re-elected.

"The results of the elections do not matter for us. What matters is how the United States deals with Muslims," al-Zawahiri said in the tape.

"We advise America, you can deal with Muslims in one of the following ways," al-Zawahiri said. "Respect them completely and give them their own rights or consider them as easy trophies. If you do the later we will fight you until the death."

The United States has offered a $25 million reward for the capture of bin Laden and al-Zawahiri, who were believed to be hiding in the tribal areas along the Afghanistan-Pakistan border.
