Mexico, U.S. reach accord on migrants' Social Security

QUITO, Ecuador Mexico and Washington agreed to introduce similar legislative initiatives whereby Mexican workers who paid into Social Security in the United States will be refunded their contributions when they return to their homeland, President Vicente Fox said here Monday.

"The initiatives entail the recognition of all those (Mexicans) who have worked in the United States legally or otherwise, so they will have the right to the savings they accumulated while working in the neighboring country," said Fox, who is visiting Ecuador.

During a news conference with Mexican journalists accompanying him on his travels, Fox announced that he and U.S. President George W. Bush agreed to simultaneously introduce in their respective Congresses what he dubbed the "Pay in Full" program initiatives.

Fox and Bush met in Santiago during the weekend summit of the Asia-Pacific Economic Cooperation forum.

During their meeting, Fox said, the two leaders made "very valuable" advances in talks on a guest worker program for Mexicans in the United States.

I wanted to give you some information on the Totalization Agreement with Mexico. There was house action against this, it appears it only got 29 sponsers and I assume it is a dead bill, this being the end of the year(?).

RESOLUTION

Expressing the disapproval of the House of Representatives of the Social Security totalization agreement between the United States and Mexico.


Resolved, That, pursuant to section 233(e)(2) of the Social Security Act, the House of Representatives hereby disapproves the agreement establishing totalization arrangements between the social security system established by title II of such Act and the social security system of Mexico, signed by the Commissioner of Social Security and the Director General, Mexican Social Security Institute, on June 29, 2004.

It is currently pending before the House W&M Subcommittee on Social Security.

They need to know Americans PREFER THIS instead of the SSI sellout!!!!

A really good point. Hadn't got that angle!

It's truly amazing to see the inversion of the political landscape in this country away from citizens and towards illegals. It's a bit surreal, and I never would have predicted it.

That's a great list of co-sponsors (they should call it the "Patriot's Caucus"). I can only hope that the Res will do some good, although I would have hoped for 290 sponsors, not just 29.

I'm afraid I don't.
My Congressman, Mike McIntyre, took the time to write me a lengthy letter in response to my contacting his office re: illegal immigration and Social Security.
I must admit, he's fairly level headed when addressing those problems and has given House Resolution numbers I can publish that the public needs to know about.

One, in particular, is H.R.687, the Identification Integrity Act of 2003, which would make it unlawful to use any foreign form of ID EXCEPT a PASSPORT. Congressman McIntyre co-sponsors that resolution.

That, in itself, would deny ID's ie. matricular cards, to be used by illegal aliens to obtain taxpayer funded services.

By re-electing our El Presidente, we have slowed our sinking into third world status by a year or so.

It's hard to say. Kerry would have met massive resistance in the Congress. Bush is meeting focused resistance. Kerry probably would have ordered the Border Patrol to stand down, something he could do as CIC, and then signed an EO mandating "emergency relief" to all "undocumented workers".

So it's hard to say. You're probably right, Bush will simply drive slower on the road to Hell, since his friends in the Congress will keep trying to jam on the brakes.

The House Committee on Ways and Means: Fact Sheet Mexican Totalization Agreement describes this as an unconsitutional legislative veto.

You can have no doubts that this Resolution's authors already know this. As such, it is an empty gesture, or political posturing.

It was designed to give the authors something that they can hold up at re-election time to show their constituents that they tried to stop the totalization agreement, but that evil ol' Supreme Court ruling prevented them from realizing their goal of stopping the Totalization Agreement from going into effect.

There is only one man who can stop this --George W. Bush.

Since it was his appointee who put it into place, I seriously doubt he'll yank it over our objections to paying US Social Security to Mexican illegal aliens.

He has bigger fish to fry.
