Mexico Looking for U.S. Migration Accord

MEXICO CITY - Mexico is holding out hope that Latin America will get more attention during President Bush (news - web sites)'s second term and obtain changes in what a senior Cabinet minister calls "absurd" U.S. immigration policies.

Secretary of State Colin Powell (news - web sites), Homeland Security Secretary Tom Ridge and several other U.S. Cabinet members are expected to begin a two-day visit to Mexico City starting Monday. During the talks, Mexico will push for a long-awaited accord on migrants' rights — and seek to put the region back on the White House agenda.

"It's absurd that (the United States) is spending as much as it's spending to stop immigration flows that can't be stopped ... instead of using that money on real threats that pose risks for both countries," Interior Secretary Santiago Creel said earlier this week.

Creel said he sensed "an openness to talking about immigration issues" but warned against "raising expectations beyond what is politically viable and really possible," a reference to resistance among U.S. legislators, despite a pair of temporary worker bills already before Congress.

Mexico acknowledged it suffered a setback in the Nov. 2 elections, when Arizona voters approved Proposition 200, a ballot initiative aimed at keeping illegal immigrants from voting and obtaining some government services.

The Arizona initiative would "foment racial discrimination and limit (migrants') access to basic services like health and education," Mexico's Foreign Relations Department said in a news statement.

Despite the differences, Mexican officials say they may get more attention in a second Bush term.

Recounting meetings between Latin American leaders this week, Assistant Foreign Secretary Miguel Hakim said "there was talk about hopes that Bush, after winning his second term, will give Latin America much more emphasis and more U.S. action in his last four years."

"A lot of presidents hope for this, and obviously, they're going to be working together to achieve it," Hakim said.

President Vicente Fox (news - web sites) — who historically has had a close relationship with Bush — has said he could serve as point man in that effort.

"Several Latin American presidents have asked Mexico to try to strengthen the U.S. government's relations with Latin American nations," Fox told participants at the recent Rio Group Summit in Brazil. "We're going to try to be the bridge so that that relationship can become much closer than it was over the last three years."

While the Bush administration has had sometimes testy relations with the leaders of Venezuela, Argentina and other Latin nations, Mexico suffered perhaps the greatest disappointment of the first Bush administration, when the Sept. 11 terror attacks put Mexico's hopes of a comprehensive migration accord on the back burner.

Mexico has responded by adopting a more piecemeal approach to defending migrants. While the country once demanded "the whole enchilada" in migration reform, Fox said this week "it's hard to say how quick, how complete, how integral the accord will be."

Creel said Mexico will also discuss security issues with U.S. officials, including organized crime, arms and migrant trafficking, and terrorism.

But it's clear migration is Mexico's main concern.

Fox said he has told Bush the next year will present "a window of opportunity" for passing migration reforms, "given that neither of our countries will be in elections."

That chance may not present itself again for some time, "so we have a year to get this accomplished," he said.

"Relations with the United States are excellent, deep, friendly, productive, and we have to be optimistic that we will take advantage of this one-year window of opportunity we have."

Nothing stopping them from getting educated in Mexico.

Perhaps Bush will be outFOXed again. He will force the GOP to deal with immigration. If BUSH doesn't stop what we think is a rediculous border policy, that is it for the GOP in the next election. The Fat Lady will have sung and the next Congess will be a little short of a majority.

Michael Savage made an interesting suggestion - Mexico pays the USA 20 million gallons of oil per week to help cover the costs related to the illegal immigrants! Trouble is, Bush will kiss Fox's arse and ask for NOTHING! Compassionate Conservatism, don't you know?

This totally takes the spin off any happiness I felt after the election.

Please Mr. Bush W A K E U P!!!!!

If we get sold down the river in some weird, back alley way on illegal immigration by our President I think we all should sesede to form another party. Doesn't he get it -- triangulation Clinton style does NOT work?

This seems to be the most one sided negotiations I've ever heard of. US does this, this, this, etc, and Mexico does what, nothing?

At least NAFTA could arguably be described as benefitting the US in some way, but I'll let others argue whether the costs outweigh the benefits.

But these new immigration reforms cost the US, and provide no benefits.

Mexico likes to talk big, crummy little socialist hole that it is. But I think these talks are a good idea, because illegal immigration will never stop unless we put pressure on the Mexican government.

Mexico receives a huge part of its national income from Mexicans in the US, whether legally or illegally. It gives almost nothing back and does not even help with the costs generated to the border cities by them. It's time for this to change.

Change the tactic of letting Mexico off the hook, make it accountable, and you'll see that Mexico will suddenly start policing the border from its side, as well (as it does with its own southern borders).

I've been thinking about third parties. They always seem to fail. What if there was a third way (excuse the term) that was still part of the Republican party (sort of), particularly in getting republicans elected president, and who puts up its own candidate for Republican nominee, but supports the chosen candidate. Really more of a Patriotic Wing of the Republican party. Not neocon, not paleocon, but something else. Something that fits the grass roots more than whats being offered. Something that could field candidates for Congress and state and local offices. That would be most active during primary season.

This will all be easier when (if) the rats start tacking back to the right. Now, when they keep going left, left, left it's hard to hold a position way over to the right. But we have stopped their momentum because now they go left and lose every time.

Basically, my analysis is that we need sweeping changes, not just at the top.

Have you ever read this oath that new citizens must take? The saddest thing about illegals is that they are required to take no oath. As for La Raza and the other activists that are "citizens", I believe they are in clear violation of that oath.

In some cases, INS allows the oath to be taken without the clauses:

". . .that I will bear arms on behalf of the United States when required by law; that I will perform noncombatant service in the Armed Forces of the United States when required by law. . ."

Too bad the tactic wasn't changed before the State Dept. and SSA signed a totalization agreement with Mexico whereby illegals who work in the US for only 6 work credits will get full SS benefits for themselves and family back home. US citizens need 40 work credits to qualify.

interesting on third parties. The Republican Party was a third party for the election of 1864, no?

The wave of change that swept over the country on election day is the inverse of the one that the old hippies expected -- Dylan's "Times They Are A Changin'"... to the Right! Unreal still to me.

These "reforms" would benefit U.S. corporations looking for cheap labor and an end to all scruples...
