An off-duty deputy U.S. marshal embroiled in an apparent road rage confrontation along Rockville Pike on Thursday night fired repeatedly into the rear window of his adversary's car, killing the man as he sat behind the wheel, according to police and witnesses.
Numerous witnesses to the death of Ryan T. Stowers, 20, at the Mid-Pike Plaza in Rockville shortly before 8:30 p.m. were being interviewed by Montgomery County police yesterday. Authorities said no decision had been made on whether charges would be filed against the deputy marshal, Arthur L. Lloyd, 53, a 28-year veteran of the U.S. Marshals Service assigned to U.S. District Court in Washington.
"The rear window was shattered out," said Capt. John Fitzgerald, a police spokesman, who said investigators had begun to talk with at least 40 witnesses. "With that many witnesses, there ought to be a very clear picture of what went down."
Although Fitzgerald said Stowers may have driven toward the federal agent in the plaza parking lot, three people who said they witnessed the shooting told The Washington Post that Lloyd was standing with his gun drawn and opened fire after Stowers drove past him.

The shopping center where this happened is near some of the most congested roads in the area. And there's been construction on some of the roads. It's totally frustrating to spend 15 minutes to travel a mile.
This kind of traffic problem is relatively new. We haven't really adjusted to it yet. In the horse and buggy days, people knew it would take 15 minutes to travel a mile, and they accepted it. Now we expect to do the same in less than 5 minutes.
We need to get our expectations in line with reality, and maybe then we will be able to control emotions.
It seems the terrorist may be booking into the graybar hotel.
The deputy marshal should be tried for his crime and if found guilty should get the death penalty. I would hope if that is the case, he will think of how he emptied the magazine of his pistol into the back of his victim as the syringe containing the solution to end his life is emptied into him.

Maybe you can fill us in on some the details. The report seems to be devoid of those.
And the 20-yr old kid was from Redding, CA.
Hmmmm if I'm shooting the back window out and none are hitting the front window either I'm very good in my rolling gunfighter mode or bad guy was shooting from inside his car back out his rear window at someone behind him or the marshal was in a truck or SUV shooting at a downward angle possibly to the lower height of the gofast the victim was driving. I do love a puzzle.....
I'll wait .....seems theres more to this than we're getting from the presstitutes.
Imagine the skill required to aim and fire a gun from one's buttocks!

It appears the witnesses, who seem to have no ax to grind and also sound responsible, are all in agreement that the kid was just trying to leave. They all said he was not trying to hit the marshall.
Of course the police said he was.
No doubt at all in my mind that the marshall simply shot him because he thought he could. Murder plain and simple.
Also litttle doubt that the marshall will get a slap on the wrist if even that.

A deputy U.S. marshal who shot and killed a Navy seaman after a traffic dispute in Montgomery County last week was charged yesterday with first-degree murder, authorities said.
Arthur L. Lloyd, 53, of Silver Spring also was charged with reckless endangerment and using a handgun during a violent crime in the shooting of 20-year-old Ryan T. Stowers. Lloyd, a member of the U.S. Marshals Service for 28 years, was arrested by Montgomery police yesterday and was being held without bond at the county jail.

A deputy U.S. marshal charged with murder in the shooting of a man after a traffic dispute in Montgomery County last week was denied bail yesterday after prosecutors alleged in court that he has shown a "pattern of violent tendencies."
As the deputy, Arthur L. Lloyd, 53, appeared in District Court via closed-circuit TV, Deputy State's Attorney John J. McCarthy said Lloyd's son and wife told authorities in the past that he assaulted them. McCarthy also said Lloyd has been disciplined repeatedly by the U.S. Marshals Service for various infractions.
