I went back and read the entire article.

It appears the witnesses, who seem to have no ax to grind and also sound responsible, are all in agreement that the kid was just trying to leave. They all said he was not trying to hit the marshall.

Of course the police said he was.

No doubt at all in my mind that the marshall simply shot him because he thought he could. Murder plain and simple.

Also litttle doubt that the marshall will get a slap on the wrist if even that.

U.S. Deputy Is Charged With Murder In Shooting

A deputy U.S. marshal who shot and killed a Navy seaman after a traffic dispute in Montgomery County last week was charged yesterday with first-degree murder, authorities said.

Arthur L. Lloyd, 53, of Silver Spring also was charged with reckless endangerment and using a handgun during a violent crime in the shooting of 20-year-old Ryan T. Stowers. Lloyd, a member of the U.S. Marshals Service for 28 years, was arrested by Montgomery police yesterday and was being held without bond at the county jail.
