U.S. Deputy Is Charged With Murder In Shooting

A deputy U.S. marshal who shot and killed a Navy seaman after a traffic dispute in Montgomery County last week was charged yesterday with first-degree murder, authorities said.

Arthur L. Lloyd, 53, of Silver Spring also was charged with reckless endangerment and using a handgun during a violent crime in the shooting of 20-year-old Ryan T. Stowers. Lloyd, a member of the U.S. Marshals Service for 28 years, was arrested by Montgomery police yesterday and was being held without bond at the county jail.

The wife of a deputy U.S. marshal who shot and killed a man after a traffic dispute in Montgomery County last week tried to restrain her husband before he opened fire, according to a police affidavit filed in court.

But the deputy, Arthur L. Lloyd, 53, rebuffed his wife, saying, "I'm going to show him," then fired the first of four shots, the affidavit states.

A deputy U.S. marshal charged with murder in the shooting of a man after a traffic dispute in Montgomery County last week was denied bail yesterday after prosecutors alleged in court that he has shown a "pattern of violent tendencies."

As the deputy, Arthur L. Lloyd, 53, appeared in District Court via closed-circuit TV, Deputy State's Attorney John J. McCarthy said Lloyd's son and wife told authorities in the past that he assaulted them. McCarthy also said Lloyd has been disciplined repeatedly by the U.S. Marshals Service for various infractions.
