They were never intended to show up.
These numbers are to justify the expected provisional ballots that will be cast at all the precincts that have no record of these voters. Then, they will move to force ALL the provisional ballots to be counted, claiming disenfranchisement.
The truth is that the provisional voters will be illegal non-citizen voters, and/or multiple voters, fraudulant voters.

Good question. According to this
Ohio Election Law - Voting Procedures in reference to the HAVA provisional voting procedures, the newly registered voters don't need to show an ID. They just need to be able to remember the last 4 digits of their SSN and it can somehow be verified.
The provisional ballot rules are an open invitation to fraud for any of the registrations that made it past the Board of Elections checking. I have volunteered to be a poll watcher on election day. I will do everything I can to challenge any voter that refuses to show an ID. Every fraudulent vote cast disenfranchises a legal voter. If the voter is not a legal voter they cannot be disenfranchised.

Maybe they know they're not going to show up and will claim they were all scared away by big republican thugs at the polling places!

The voters may not exist, but their absentee ballots will appear like magic.

No early voting in Ohio except for absentee ballots.

Right - 6.6% fraudulent (that we know of, likely many more of the NON-returned are too).

These "no-show" voters don't exist any more than they existed in the 1960 election. The point is that these "voters" WILL cast a ballot, bet on it. Unless the GOP agressively acts to stop this crap the rat party will steal another election (of many) and will subvert the constitution once again. I will bet that if I checked, my dead grandparents (straight GOP voters), dead father and mother and other relatives are registered to vote in Missouri this year.

You're right about that. My #@&#'n father-in-law, a long time union member has told me that he actively took part in stuffing ballot boxes in Illinois in past years.

I think it was indeed your Secty. of State. I hope he, and other GOP officials, have the nards to stand firm if Kerry unleashes his legal hounds on Nov. 3.

It is disturbing that these registrations are on the books... but one wonders if this is a reflection of Ohio left-leaning get-out-the-vote groups relying on felons and lazy $12 an hour workers. Are Ohio Democrats taking confidence in high voter registration numbers, only to learn on Election Day that tens of thousands of voters they're expecting aren't going to show up at the polls because they don't exist? Well, once you've got them registered, a thousand Dem operatives can simply vote multiple times using each of the phony registrants' names.
With Soros' money, I'm sure it would not be that difficult to organize.
Very scary.

They'll vote, walk around the building, have a snort and a ciggie, and go back inside as somebody else. Should be good for half a dozen votes or more, esp. if they don easy disguises...turn coat/jacket inside out, don glasses and paste on beard/moustache, wigs, fake noses. And that's just the women. This is sickening.

I wonder if this is what the Dems' operative meant when he said on Fox this Sunday that "if every vote is counted, Kerry will win." Naturally!
BTW, that was the clintonista Eric Holder who said that, so I think we can assume there was malice aforethought there.
