My point was the staff that might have sat on the board would be senior to Kerry who is over 60 himself.

More than likely they were very senior and could easily all be dead.

Found it and printed it out to study.
This doesn't look like much of a smoking gun to me.
I don't think they would have included this in the documents released if it were pointing somewhere.
The Discharge document itself would have been plenty to release.
This looks like a routine convience cover sheet.
I got my discharge DD214 much earlier..leaving active duty in fall 1969. I needed it for my GI loan.

I agree with several posters who have doubted that there is all that much of a story here. But if so then why hide from whatever the truth is the way Kerry that has?

It could be that the "cover-up" will turn out to be the real story in the end. The MSM loves to expose a cover-up.

Now, if George Bush, tonight, was to ask Kerry in front of the whole world why he hasn't signed form 180, and why he didn't get an honorable discharge until after Carter pardoned people with records similar to his--then it would be difficult for the MSM to avoid. In this case, they would talk about how low Bush was going and how desparate he was because of the bad news in Iraq, the economy, etc

Kind of like how the new media was instrumental with regard to Rathergate (which, by the way is why I registered here), this kind of story is a can of worms that's about to be opened whether they like it or not...

The BCNR has statutory authority from Congress and is appointed through the Assistant Secretary of the Navy (Manpower and Reserve Affairs), with the approval of the SECNAV. It's supposed to be non-partisan and is composed of a panel of active duty, retired and civil service personnel. Staff Judge Advocates General (JAG officers...lawyers) make up the bulk of the members. All are very senior (at least 0-6, but usually Flag or General rank). Usually, the Board consists of not less than three sitting members to hear each individual case.

It's almost like an appellate hearing in the civilian courts, where you appeal your conviction to a higher court (say, for example, to the 5th Circuit Court of Appeals, although this is not a perfect parallel).

You can also appeal an unfavorable outcome at court martial, eventually, to the Court of Military Appeals, which is comprised entirely of very senior Staff JAG officers (kind of like the military version of the Supreme Court). If Kerry had his discharge adjudicated at this level, he did something really serious, which I doubt.

More than likely, he sought to have an upgrade of a General discharge to Honorable. Since he's now staked out this persona as a Captain America war hero-type, he can hardly afford to come off as anything less than perfect to the electorate.
