The Threat Matrix

The title refers to a daily report given to the president of the United States detailing the most serious terrorist threats against the country. To tackle those threats, the government has formed a top-notch task force to infiltrate the terror cells and cut off the danger.

"Every morning, the president receives a list of the top ten terrorist threats - this list is known as the threat matrix."

We here at FR are trying to be in conjunction with the daily reports around the world that involve threats. We try to provide a storehouse of information that takes hours of research.

ATLANTA (CNN) -- As more than one billion Muslims prepare to celebrate Ramadan, terror experts are mixed about whether the holy month is a tool for recruiting terrorists.

Some terrorism experts and Islamic scholars say Ramadan gives extremists an opportunity to enlist new recruits.

"It's a time which can be exploited by radical clerics to motivate individuals into taking action on the basis they are somehow serving their religion," says terror expert M.J. Gohel.

And analysts see another temptation for terrorists: exploiting the Battle of Badr, a symbolic date in Muslim history, which falls near the U.S. presidential election.


"I will never cower before any master nor bend to any threat."

Fair point. I've noticed that some have argued al-qaeda won't attack before the elections because it might give Bush an advantage. The point is, they want America destroyed, whether Bush OR Kerry is in office. It may happen before or after the election, but one thing's for sure, al-qaeda don't support or want Kerry in office any more than Bush. So I don't think they care how their actions affect the choice the American people make at the polls.

It's a rare thing these days, but this might have been a WWII era contact mine or proximity device that just drifted in the ocean with the currents all these years and washed ashore. Used to be real common up through the 1960's and 1970's but as I said is somewhat rare now. Still it's possible. Could be a device used by some other navy in a more recent conflict, too!

This new squad will not be sent into the danger zone. Instead, they will be sent out to search for anyone who may be observing law enforcement operations.

Whoever implemented this well thought out approach in response to bomb threats from ME type-voiced telephone calls deserves commendation. Law enforcement, emergency responders and airline safety and security (by title alone since they consistently disregard and ignore passenger security issues) need to consider that their responses are being monitored and prepare themselves for whatever possibility that entails.

Oil is up, the dollar is down, demand for commodities has slipped, and October is the time that the mutual funds sell off for tax reasons. Also, we are two weeks from a Presidential election, and the market hates uncertainty.

Thanks. I seem to remember than when the USSR fell and troops were withdrawn from the newly independent Central Asian states, Russia left 20,000 troops behind in Tajikistan. I haven't followed the reductions since then.

I'm trying to remember where we set up shop in the weeks after 9/11. I think Tajikistan and Kirgizstan were basing locations. They may be following in our footsteps to a degree. The forty days of mourning are over. There is work to be done.

NEW DELHI: India's first-ever military outpost on foreign soil, located at Farkhor, about 10 km outside Tajikistan's capital Dushanbe, is ready to become operational by this year-end, without any fanfare.

Reliable sources in the government say the Indian Air Force (IAF) is pressing for an early decision on a suitable aircraft to be stationed at this military base. Operational requirements stipulate at least two squadrons to be stationed there.

Logically, experts say, IAF could opt for MiG-29s that are already in its inventory and can be flown in and out of the region.

Although Indian officials are not willing to discuss the importance of the Farkhor military base, foreign analysts have noted that the acquisition of the military base in Tajikistan would certainly give the Indian armed forces a longer strategic reach.

Defence sources describe it as a "modern" military base where 95 per cent of the infrastructure is in place. The runway, the blast pans and the control tower are ready.

The Army is also into this exercise, having operated a military hospital there, basically to nurse the Northern Alliance soldiers who fought the Taliban regime in neighbouring Afghanistan between 1997 and 2001.

It was to this hospital that Ahmed Shah Massoud, the last of the anti-Taliban resistance leader, was brought dead after Al-Qaida's emissaries, posing as TV journalists, killed him in an explosion three years ago.

Tajikistan seems to be a popular place these days.

It won't be soon, if ever, that I forget the look on the face of one of the victim's fathers. The subtitle to the picture reminded the viewer of the 40 day mourning period.

They'll complete their work, of that I'm convinced.

The eighteenth issue of Al Battar demonstrates the galvanizing effect of communications from Al Qaeda’s leadership on the movement. Enthusiastic citations of a recently released audiotape from Ayman Al-Zawahiri run through the entire magazine. In the lead editorial, Al-Farouq Al-Aamiri writes: “Thanks to God, the tape . . . proved the important fact that, despite all the lies and controversy pursued by the Americans, the Islamic Army in Al-Qaeda is triumphant on the battlefield, unlike Bush’s victories, which are only on the pages of the ‘New York Times’ and the ‘Washington Post.’”

The news section focuses on the Al-Zawahiri tape, developments in Afghanistan, and the recent attacks on the Australian Embassy in Indonesia, claiming that Al-Qaeda is destined to defeat the U.S. and its allies. The commentary on current events explains why “Australia is considered the main Crusader enemy in Indonesia and is at the top of the list of targets of our bothers, the Mujahideen.”

An essay on the situation in Russia concludes that the terrorist onslaught there has forced the Russian leadership to recognize its weakness and to change its attitudes toward the Chechens, proclaiming that “for the first time in the history of this war, Russian officials were forced to give in and seek the most suitable solution for this issue. This is a serious indication that the attacks have truly shaken the Russians’ collapsing existence.”

This issue also contains the second installment on the use of pistols as training for assassinations, a tactic advocated in previous issues and employed in several al Qaeda attacks in Saudi Arabia this month. This time, the featured pistol is the 9X18mm “MAKAROV” pistol, with illustrations and detailed information on its weight, range, parts, operating mode, loading and unloading, cleaning and maintenance, the characteristics and disadvantages of automatic pistols, etc.

Additional training is offered in survival and the planning of special operations.

Also in this issue, the first installment of a series on topography introduces a science considered by the author to be as important as weaponry to the Mujahideen.

(Newark-WABC, October 14, 2004) — He looked like any student attending college in New Jersey. But in reality, FBI officials believe he was sent here by Osama bin Laden to scout out possible targets for a terrorist attack. Eyewitness News' Kemberly Richardson reports.
Sources tell Eyewitness News they are making headway with this investigation. They say as they canvas the area showing people a picture of Dhiren Barot they are getting confirmation he was here.

He was seen at tourist areas, universities, and perhaps the most unsettling place: Right in front of the Prudential building.

A senior FBI agent tells Eyewitness News a Starbucks Coffee near the Prudential building may have been a perch for an alleged al-Qaeda operative.

Witnesses confirm that Dhiren Barot was seen inside the shop directly across from the building described by authorities as a potential terror target this past summer.

The 32-year-old is being held by British officials, charged with conducting surveillance of the company's Broad Street headquarters and other buildings in our area.

The buildings have been under heightened security since August, when Pakastani police discovered Barot's reports on computers and emails.

Sources say there are references to trash containers at Prudential Plaza, and that Barot paid close attention to vehicles that were being permitted into the area, including Fedex trucks.

Federal officials believe the reconnaisance took place in the months leading up to September 11th, 2001, that Barot was taking orders directly from Osama bin Laden and was well-known to Khalid Sheikh Muhammad, the captured mastermind of the attacks on New York and Washington, D.C.

The FBI says he entered the U.S. on a student visa, and was living in New Jersey. Witnesses have confirmed he was seen at several college campuses in northern New Jersey.

The FBI also tells us Barot had two notebooks containing information about chemicals and explosives and may have been planning to use radioactive material.

A spokesperson for Prudential says they were briefed on all of these details back in August, and have taken appropriate security measure.
