It's a rare thing these days, but this might have been a WWII era contact mine or proximity device that just drifted in the ocean with the currents all these years and washed ashore. Used to be real common up through the 1960's and 1970's but as I said is somewhat rare now. Still it's possible. Could be a device used by some other navy in a more recent conflict, too!
