The Threat Matrix

The title refers to a daily report given to the president of the United States detailing the most serious terrorist threats against the country. To tackle those threats, the government has formed a top-notch task force to infiltrate the terror cells and cut off the danger.

"Every morning, the president receives a list of the top ten terrorist threats - this list is known as the threat matrix."

We here at FR are trying to be in conjunction with the daily reports around the world that involve threats. We try to provide a storehouse of information that takes hours of research.

ATLANTA (CNN) -- As more than one billion Muslims prepare to celebrate Ramadan, terror experts are mixed about whether the holy month is a tool for recruiting terrorists.

Some terrorism experts and Islamic scholars say Ramadan gives extremists an opportunity to enlist new recruits.

"It's a time which can be exploited by radical clerics to motivate individuals into taking action on the basis they are somehow serving their religion," says terror expert M.J. Gohel.

And analysts see another temptation for terrorists: exploiting the Battle of Badr, a symbolic date in Muslim history, which falls near the U.S. presidential election.

'Many tapes have not been followed by attacks. We want to know why it was broadcast now. We think it is a message because of when it came out. Again, there have been a lot of broadcasts that have included old footage but new statements that have not been followed by attacks.'

Q. Do you expect more attacks in the coming days?

Ridge:

We have learned to expect the unexpected.

Bin laden tries to give historical context for his decisions to attack U.S. There are a number of ref. to how he and AQ have been able to follow 9/11 with addition efforts to harm the U.S. He is showing t hat AQ has continued to be effective. He is trying to prove that there is still something there.

I think that not raising the alert level is going to hurt

MORE TALES OF THE TAPE [Jim Robbins]
Stories circulated today that the new OBL video was much less bipartisan than at first believed, and that unedited versions of the tape included threats against the Bush family and several Cabinet members. This morning Al Jazeera posted what it claimed was a complete transcript of the video which apart from looking too short to be 18 minutes also had nothing that was not already aired. One interesting side note -- the text of the translation was based on the subtitles in the original video. The transcript does not include the final few sentences in which bin Laden mentions John Kerry. Nor does bin Laden anywhere mention Iraq. He does apparently say that this is the fourth year of the war, but everything else he says deals with the causes of the conflict. Is this a new tape or not?

"I think you are exactly right. It just hit me that the President is backed into a really bad corner. Bush won't raise the threat level for exactly that reason. But if there is a large attack in the next few days Bush could be screwed because the LLL/MSM will scream that Bush knew and did nothing to protect us. I'm a little confused. I know damn right well that OBL isn't stupid enough to actually believe that had GWB not been reading to a classroom of kids, more people in the WTC could have been saved, so I'm confused as to why he would poke his head out of his little sandbox to make such a statement. He also said that our security is in our own hands, which many, including myself, took to mean as "vote for Kerry or else;" as to say that GWB is their reason for their attacking in the first place. So if GWB is their justification for any attack and they have one planned now, why want him out office? I keep thinking maybe he doesn't and that's why he made the statement about our security. God knows, many were ticked when Spain bowed and it could just serve to make many more resolved in the upcoming election not to bow to OBL's threat to what basically boils down to "vote for Kerry or else." Maybe he's counting on that? Sorry if this doesn't make sense, like I said, I'm confused...
