The Threat Matrix

The title refers to a daily report given to the president of the United States detailing the most serious terrorist threats against the country. To tackle those threats, the government has formed a top-notch task force to infiltrate the terror cells and cut off the danger.

"Every morning, the president receives a list of the top ten terrorist threats - this list is known as the threat matrix."

We here at FR are trying to be in conjunction with the daily reports around the world that involve threats. We try to provide a storehouse of information that takes hours of research.

Ramadan terror concerns?
Full Story

ATLANTA (CNN) -- As more than one billion Muslims prepare to celebrate Ramadan, terror experts are mixed about whether the holy month is a tool for recruiting terrorists.

Some terrorism experts and Islamic scholars say Ramadan gives extremists an opportunity to enlist new recruits.

"It's a time which can be exploited by radical clerics to motivate individuals into taking action on the basis they are somehow serving their religion," says terror expert M.J. Gohel.

And analysts see another temptation for terrorists: exploiting the Battle of Badr, a symbolic date in Muslim history, which falls near the U.S. presidential election.

The name "Alamut" means "Eagle's place" or "Eagle's lesson".

Wasn't there a comment a while back that OBL was in the 'Belly of the Eagle". Is there a physical location called Alamut near the Pak-Afgan border?

I have kinda answered myself. First Alamut is a real location as described below - in Iran (a lovely place for a terrorist to hide in). However, the Belly of the Eagle reference is generally thought to referr to America in OBL's audio tape from nearly a year ago.

Ata Malik Juvaini (1226-1283) had seen the fortress of Alamut when it was being shattered in 654/1256. He writes in "Tarikh-i Jhangusha"(tr. John A. Boyle, Cambridge, 1958, p. 719) that, "Alamut is a mountain which resembles a kneeling camel with its neck resting on the ground." It was situated in Daylam about 35 km. north-west of Qazwin in the region of Rudhbar. It was physically a large towering rock, with steep slopes hardly negotiable on most sides, but with a considerable expanse at its top where extensive building could be done. Situated in mountainous terrain, it approaches could be guarded with relative ease. Its present location lies about 100 k.m. north-west of Tehran, and situated in the high peak of Elburz mountain. Alburz generally was pronounced as Elburz, is the name given to great mountain range, dividing the high plateau of Iran from the low lands of Caspian Sea. The original Iranian word Alburz is derived from two Zand words, signifying the high mountain. The fortress of Alamut is 600 feet high, 450 feet long and 30 to 125 feet wide and is partly encompassed by the towering Elburz range. The rock of Alamut is known at present as Qal'ai Guzur Khan.

Modern torpedo's (Mark 48) need to have 3 things in order to arm. I seem to remember that it is a minimum forward G force (3?)and electrical charge (wire guided weapon) and I forget the third. Hey I was an A ganger on fast attacks ten years ago, what the heck do I know.

Course you could always place a charge next to the war head and that would pretty much negate the fail safe's. But the weapon would obviously appear tampered with. Though I think a Mark 48 weighs a lot more than 800 lbs. Closer to 4000lbs and the warhead was 670Lbs (or so) of PBX. It could be an old mk 37 exercise weapon (all the electronics and guidance packages, but a dummy warhead) the was a much smaller weapon.

go to the FAA web site, there is a section that lists all of the days aircraft incidents/accidents.

http://www.faa.gov/avr/aai/iirform.htm

It appears there are quite a few small aircraft incidents/accidents every day. I think we are just more attuned to it as we get closer to the election and the probability of a terrorist strike goes up.

Yep, at least one, if not two of UBL's alleged speeches had that "in the belly of the eagle" and/or "in the belly of an eagle" phrase.

I've seen 2 or 3 sites that have UBL and what I believe is a falcon next to a photograph of his face. The sites are Arabic language sites. Also, some images of the falocon are of the falcon flying away.

On guard on the tracks
Armed with automatic weapons, high-profile SWAT teams patrol BART trains
Henry K. Lee, Chronicle Staff Writer

Passengers did plenty of double-takes Friday morning as BART police Sgts. Eugene Wong and Kevin Franklin, carrying assault rifles and gas masks and clad in SWAT uniforms, made their way through the Balboa Park station in San Francisco.

"D-a-a-a-amn!" exclaimed Stephan Lee, 40, as the sergeants strode past him on the platform. "This isn't even the airport!"

Bernedette Bell, 40, had a similar reaction. At first, she thought that something was wrong. But Franklin reassured her, "Just high-profile patrol right now."

The transit agency has had a special weapons and tactics team -- commonly known as SWAT -- for many years, and regular BART officers have been on heightened alert since the Sept. 11 terrorist attacks.

But for the first time, BART tactical officers, following the lead of transit agencies in cities such as Los Angeles, New York and Washington, began patrolling the system this week to deter potential terrorists as election day draws near. BART is the only transit agency in Northern California that is deploying SWAT officers on a routine basis.

No specific threats have been reported to BART or any other transit agency, but authorities don't want to take any chances, said BART Police Chief Gary Gee.

"For months, there has been a national security concern that a terrorist attack will disrupt the upcoming elections," Gee said.

That's why Franklin, 34, and Wong, 42, spent several hours Friday getting on and off trains as they made their way from BART police headquarters at the Lake Merritt station in Oakland to San Francisco International Airport.

They were met by plenty of quizzical stares and some raised eyebrows as they inspected various stations, peeked out the doors of some trains and walked the length of others, looking for anything amiss.

Franklin used the muzzle of his rifle at one point to look under a pile of newspapers on a seat.

"Is that yours?" Wong asked a bearded man, who looked at a green bag on a train seat and nodded.

As a train hurtled toward San Francisco, Wong asked the same question of Antonio Nieves, 55, of Oakland. "It's my lunch," Nieves said sheepishly of a plastic bag sitting at his feet.

"I think these guys are doing a pretty good job," Nieves said.

At the Balboa Park station, Joel Mansfield, 22, of San Francisco doffed his hat at the sergeants. "It's good to see you out here," he told them.

Franklin and Wong made a point of greeting riders with disarming smiles while at the same time keeping their fingers at the ready on their M-4 and AR-15 rifles.

"How are you? How are you doing?" they said repeatedly. They waved to train operators as they pulled into stations.

Wong, a nine-year BART police veteran, turned serious when he saw a man, apparently late, trying to wedge open the doors to a train. "Don't hold open the door," Wong said sternly.

BART train operator Heidi Quinonez, 31, riding to the San Francisco airport, said the patrols are comforting. "I know they're looking for suspicious people or suspicious packages," she said. "It feels safe."

The sergeants told riders who chatted with them to notify police if they see anything suspicious.

The high-visibility patrols, which include explosive-detecting K-9 units and volunteers in fluorescent vests, might continue after election day, BART police said.

"We don't want terrorists to think, 'Cool, after the election we can do anything we want to do,' " said Franklin, a former Oakland police officer and eight-year veteran of the BART force.

The special patrols will also be done at different times of the day throughout the 43-station system, which runs through four counties.

"We decided to have officers do random sweeps," Wong said. "If terrorists want to scope us out, we didn't want them to see our routine."

BART's SWAT team, consisting of 18 officers, two medics and a commander, used to be called SPAR, for the Special Problems and Rescue team. But too many people were confused. "They thought it was a boxing team or something," Gee said.

Thank you Karl for that post.
I hope we see a lot of high-profile law enforcement around especially when it comes to schools, air ports, train stations, and bus stations.

ARTICLE SNIPPET: "BAGHDAD, Iraq — The U.S. military has arrested a "senior leader" in the network run by Jordanian terror mastermind Abu Musab al-Zarqawi (search), along with five others during overnight raids in the insurgent stronghold of Fallujah (search), officials said Saturday.

American forces have stepped up operations in Fallujah in a bid to root out al-Zarqawi's terror group, Tawhid and Jihad, which is believed to operate from there. The group has been blamed in numerous suicide bombings and beheadings of foreign hostages, including recent twin blasts inside Baghdad's Green Zone, which houses the U.S and Iraqi leadership.

The 1:30 a.m. raid in southern Fallujah targeted a site being used as a safe haven by al-Zarqawi's inner circle, according to a military statement."

U.S. DEPARTMENT OF STATE
Office of the Spokesman

This information is current as of today, Sat Oct 23 2004 02:54:28 GMT-0700.

KYRGYZ REPUBLIC

October 22, 2004

This Public Announcement is being issued to remind U.S. citizens of the security situation in the Kyrgyz Republic. Extremist groups such as the Islamic Movement of Uzbekistan (IMU), a terrorist organization with links to al-Qaida, may be planning terrorist acts targeting U.S. Government facilities, Americans or American interests in the Kyrgyz Republic. This supersedes the Public Announcement of April 27, 2004, and expires on April 30, 2005.

U.S. citizens are urged to consider their safety and security before traveling to the Kyrgyz Republic. The U.S. government is aware of increased IMU activity in Central Asia. New tactics, including the use of suicide bombers, have been employed by terrorists in neighboring Uzbekistan. The U.S. Embassy in Bishkek continues to maintain a heightened security posture.

U.S. Embassy personnel continue to observe heightened security precautions at work andin places where westerners congregate, as well as public places, such as markets and bazaars.

Travel by U.S. Government personnel to areas of the Kyrgyz Republic south and west of Osh is currently restricted. This is due to the history of IMU activity in the area and the presence of land mines in the Batken Oblast region and along the Kyrgyz-Uzbek border. The U.S. Embassy strongly recommends against travel to these areas.

U.S. citizens are urged to register and update their contact information at the U.S. Embassy in Bishkek. The U.S. Embassy in Bishkek is located at 171 Prospect Mira, 720016 Bishkek, Kyrgyz Republic.
