If this is a legit with no touch up, I'd say Kerry will atleast have to explain what it was. This is pretty darning (no swearing) stuff.

I heard they were both allowed to have pen and paper for note taking.
Was there a prohibition on taking notes during the debate? This could have been a blank piece of paper for that purpose.

Yes, they were. To be placed on the podium by a third party. Kerry pulled what appears to be a cheat sheet out of his pocket while his back is turned to the audience. He's busted.

"No props, notes, charts, diagrams, or other writings or other tangible things may be brought into the debate by either candidate.... Each candidate must submit to the staff of the Commission prior to the debate all such paper and any pens or pencils with which a candidate may wish to take notes during the debate, and the staff or commission will place such paper, pens and pencils on the podium..."
Still looks like a wristwatch to me. I can't get excited about this.

Of course we all know that RATS don't play by the rules anyway.
pen and paper were already on the podium. They were not to bring ANYTHING with them. Kerry clearly takes "something" that looks like note cards or a piece of paper out of his jacket. IMHO
The rules said any of that had to be on the podiums before the candidates went on stage. I didn't like all the rules myself but if the candiates agree they should obey.
