Bush gives orders aboard AF1 to wait for outbound troops so he can wave them off.
Jimmy Carter used to give, or not give, orders aboard AF1 to the steward to be relayed to the WH to let the aides in DC know if they could, or could not, use the tennis court in his absence (per Ronald Kessler, in _A Matter of Character_, quoting a Secret Service agent).
