The above photo is from a young girl who was injured by the horrific Islamic terrorists in Chechnya.
Rarely has one picture summed up a struggle of good vs. evil better than this.

They need to start with one of the lesser 'holy' sites to make an example of it and to show what they can and WILL DO in response to further terrorist acts. Save the big ones, Mecca and Medina, for the big finish! I'm serious, I'd would pick out one of their lesser 'shrines' and give them ample warning to clear out and then flatten it. I'd follow up by posting a complete list of other 'holy' sites that would be targets, one by one. I suspect after the third or fourth one they would get the idea.

OK, evolution in action - average human intelligence goes up a fraction of a point! Making yourself a human shield is not a useful survival trait.
But, from a political standpoint, it would probably be better to just send some troops to quietly clear the area out, flatten the shrine, and then post the notice that this is just the first phase. At the same time, you'd need to get effective control of Pakistan's nukes (I assume they're still the only Muslim country with nukes).
